This study critically examines for the first time the unlikely friendship between apartheid South Africa and non-white Japan. In the mid-1980s, Japan became South Africa's largest trading partner, while South Africa purportedly treated Japanese citizens in the Republic as honorary whites under apartheid. Osada probes the very different foreign policy-making mechanisms of the two nations and analyzes their ambivalent bilateral relations against the background of postcolonial and Cold War politics. She concludes that these diplomatic policies were adopted not voluntarily or willingly, but out of necessity due to external circumstances and international pressure. Why did Japan exercise sanctions against South Africa in spite of their strong economic ties? How effective were these sanctions? What did the sensational term honorary whites actually mean? When and how did this special treatment begin? How did South Africa get away with apparently treating the Japanese as whites but not Chinese, other Coloureds, Indians, and so forth? By using Japan's sanctions against South Africa and South Africa's honorary white treatment of the Japanese as key concepts, the author describes the development of bilateral relations during this unique era. The book also covers the fascinating historical interaction between the two countries from the mid-17th century onward.

The May 2007 White Paper "Meeting the energy challenge: a white paper on energy" (Cm. 7124, ISBN 9780101712422) set out the Government's international and domestic strategy to address the two main challenges: tackling climate change by reducing carbon dioxide emissions; and ensuring clean and affordable energy as the country becomes increasingly dependent on imported fuel. An online consultation on nuclear power and the role of the private sector: www.direct.gov.uk/nuclearpower2007 was produced at the same time. This White Paper sets out the Government's decision taken in response to the consultation. The Government believes it is in the public interest that new nuclear power stations should have a role to play in the country's future energy mix alongside other low-carbon sources; that energy companies should have the option of investing in them; and that the Government should take active steps to open up the way to the construction of new nuclear power stations. It will be for the energy companies to fund, develop and build the new stations, including meeting the full costs of decommissioning and their full share of waste management costs. Section 1 summarises the consultation process. Section 2 addresses the key issues that arose from the consultation and how they have been taken into account in shaping policy and reaching conclusions. Section 3 outlines the facilitative actions the Government will take to reduce the regulatory and planning risks associated with investing in new nuclear power stations. Recent controversies about Ronald Reagan's visit to the Bitburg military cemetery and revelations about Kurt Waldheim's past underscored the political problems inherent in Germany's military traditions and in the relationship of the army to National Socialism. The Allied victors disbanded the German armed forces after World War II, only to press for the arming of the Federal Republic of Germany under the altered political conditions of the cold war. This book is the first comprehensive narrative and analysis of the efforts of German military professionals to discover for their new army an acceptable body of tradition in the proud, ambiguous, and at times criminal history of the German soldier. The author shows that, despite a complex of political obstacles, the founders of the Bundeswehr generally succeeded in persuading the international community and Germany itself that the army of the 1950s and 1960s would not revive the militarism of the past. However, the rapidity of the military buildup was a major drawback to their reform ideas. Certain officers and NCOs in the Bundeswehr undercut changes made by the leadership, and the debate on tradition building became a major political issue in the Federal Republic and NATO.
