One of the greatest challenges during the enlargement process of the European Union towards the east is how the issue of the Roma or Gypsies is tackled. This ethnic minority group represents a much higher share by numbers, too, in some regions going above 20% of the population. This enormous social and political problem cannot be solved without proper historical studies like this book, the most comprehensive history of Gypsies in Romania. It is based on academic research, synthesizing the entire historical Romanian and foreign literature concerning this topic, and using lot of information from the archives. The main focus is laid on the events of the greatest consequence. Special attention is devoted to aspects linked to the long history of the Gypsies, such as slavery, the process of integration and assimilation into the majority population, as well as the marginalization of Gypsies, which has historic roots. The process of emancipation of Gypsies in the mid-19th century receives due treatment. The deportation of Gypsies to Transnistria during the Antonescu regime, between 1942-1944, is reconstructed in a special chapter. This book traces the role of Budapest building managers or concierges during the Holocaust. It analyzes the actions of a group of ordinary citizens in a much longer timeframe than Holocaust scholars usually do. Thus, it situates the building managers’ activity during the war against the background of the origins and development of the profession as a by-product of the development of residential buildings since the forming of Budapest. Instead of presenting a snapshot from 1944, it shows that the building managers’ wartime acts were influenced and shaped by their long-term social aspiration for greater recognition and their economic expectations. Rather than focusing solely on pre-war antisemitism, this book takes into consideration other factors from the interwar period, such as the culture of tipping. In Budapest, during June 1944, the Jewish residents were separated not into a single closed ghetto area, but by the authorities designating dispersed apartment buildings as ‘ghetto houses’. The almost 2,000 buildings were spread throughout the entire city and the non-Jewish concierges serving in these houses represented the link between the outside and the inside world. The empowerment of these building managers happened as a side-effect of the anti-Jewish legislation and these concierges found themselves in an intermediary position between the authorities and the citizens.

Why are citizens in some countries more willing to pay taxes than in other countries? This book examines the history of the relationship between citizens and their states in five countries, (Sweden, Britain, Italy, Romania, and the United States), and demonstrates how and why people in in some countries have come to trust the government with their money while in other countries they do not. The book explores the evolution of this relationship in detail, in each case showing how some governments developed the fiscal and technical capacity to tax their citizens fairly and deliver public services efficiently. In short, how and why some countries became more trustworthy than others. The volume concludes by examining the implications of these five cases for developing countries today and the lessons that can be learned.
