Examining the 160 year relationship between America and Japan, this cutting edge collection considers the evolution of the relationship of these two nations which straddle the Pacific, from the first encounters in the 19th century to major international shifts in a post 9/11 world. It examines the emergence of Japan in the wake of the 1905 Russo-Japanese War and the development of U.S. policies toward East Asia at the turn of the century. It goes on to study the impact of World War One in Asia, the Washington Treaty System, the issue of Immigration Issue and the deterioration of US-Japan relations in the 1930s as Japan invaded Manchuria. It also reflects on the Pacific War and the Occupation of Japan, and the country’s postwar Resurgence, democratization and economic recovery, as well as the maturing and the challenges facing the US Japan relationship as it progresses into the 21st century. This is a key read for those interested in the history of this important relationship as well as for scholars of diplomatic history and international relations.

It is widely recognised that the increasing importance of the US‒Japan alliance is strongly linked to emerging threats in the Asia Pacific, with China’s rise and the ambitions of North Korea having brought the two allies closer together. This book, however, seeks to question whether these factors are indeed the sole determinants of this enduring alliance. A pioneering study conducted through the lens of neo-Gramscianism, this book unravels the intricate political dynamism involved in the US‒Japan alliance. It provides an innovative attempt to link the concept of alliances to hegemony and thus examines Japan’s relationship to US dominance in the region. Building on existing scholarship, it also seeks to examine how Japan’s continuing dependence on the US, and the burden it places of citizens living near US military bases, may affect the durability of the alliance in the post-Cold War era. As such, this book presents an alternative theoretical tool in the field of international relations to analyse the political nature of the alliance, as well as US hegemony in the region. This book will be useful to students and scholars of Japanese Politics and foreign policymaking, as well as International Relations and Security Studies more generally.

Only of late has defense "burden sharing" emerged as a key issue in U.S.-Japanese relations. This monograph examines the legal, political, economic, and attitudinal constraints inhibiting the Japanese from contributing more to their defense. Includes discussion on the legal obligation of burden sharing; indicators of contribution to defense; legal, policy, and political constraints; Japan's defense contribution and some initiatives for increased burden sharing; and U.S. strategy to influence Japan's contribution. For more than three decades, the multifaceted alliance between the United States and Japan has contributed significantly to the security of Japan and the maintenance of peace and security in the Far East. With the end of the Cold War, new sources of potential threats have arisen at a time when Japan's national self-confidence has been shaken by nearly a decade of economic stagnation, a highly fluid political situation, and an inadequate institutional structure for crisis management and strategy formulation. Osius examines how Japan is trying to redefine its identity from a nation whose constitution renounces war as a sovereign right to a normal country involved in United Nations peacekeeping operations and regional military relationships. In his initial chapters, Osius focuses on the purpose of the security alliance and argues that U.S.-Japanese interests coincide enough not only to sustain the alliance, but also to warrant strengthening and promoting it. He then examines the challenges and opportunities for an enhanced alliance over the next decade. Together, he maintains, the United States and Japan can address broadly defined security concerns, such as energy supply, weapons of mass destruction proliferation, transborder crime, piracy, and illegal narcotics, as well as environmental issues, infectious disease, economic development, and humanitarian and disaster relief. However, if it is to thrive, the U.S.-Japan alliance must remain dynamic rather than static and must be nurtured, sustained, and enhanced by both parties. An important analysis for policy makers, scholars, and students of U.S.-Japanese political and military relations and Asian Studies in general.

In this book, American and Japanese experts examine to what extent diverging priorities in the U.S.-Japan alliance are real and whether they are not remedied with political and diplomatic leadership and other processes. American and Japanese authors are paired to analyze the same topic, where doing so is possible, for comparing their perspectives.

This report looks at the pros and cons of the alliance with Japan, in which the United States maintains exclusive use of 89 military bases in Japan and, in exchange, guarantees Japan's security. The alliance has endured over 50 years, through periods of intense partnership and stretches of political drift; this report reevaluates the relationship based on international developments.

How relevant today is an alliance that was forged between a powerful United States and a weak Japan in the context of a cold war struggle with the Soviet Union? In what ways have the changes in the relative power positions of the two countries and the structural changes in the world economy created new challenges to the U.S.-Japan relationship and how are the two countries responding to those challenges? These are some of the important questions addressed by the eight Japanese and American authors of this volume. Their focus ranges from issues of military relations, trade and financial management, and shifting security perspectives to the roles of the mass media in the bilateral relationship. A truly binational effort, the book brings together the thinking of some of the best-trained younger political scientists to focus on the present and future of one of the most important bilateral relationships in the world.
