How can a developing, democratic and predominantly Muslim country like Indonesia manage its foreign relations, while facing a myriad of security concerns and dilemmas in the increasingly complex post-Cold War international politics, without compromising its national interests and sacrificing its independence? Approaching this problem from the vantage point of the Indonesian foreign policy elite, this book explores the elite's perceptions about other states and the manner in which these shape the decision-making process and determine policy outcomes. The combined qualitative and quantitative research strategy draws on a unique series of in-depth interviews with 45 members of the Indonesian foreign policy elite that included the country's (present and/or former) presidents, cabinet ministers, high-ranking military officers, and senior diplomats. Among all state actors, Indonesian relations with the United States and China are the highest concern of the elite. The leaders believe that, in the future, Indonesia will increasingly have to manoeuvre between the two rival powers. While the United States during George W. Bush's presidency was seen as the main security threat to Indonesia, China is considered the main malign factor in the long run with power capabilities that need to be constrained and counter-balanced.

This book examines Mohism as a movement in early China, focusing on the Mohists’ pursuit of power. Fashioning themselves as grassroots activists, the Mohists hoped to impact the elite by gaining entry in its community and influencing it from within. To create a less violent world, they deployed strategies of persuasion and negotiation but did not discard counterviolence in their dealings with the ruling class. In executing their activism, the Mohists produced knowledge that allowed them to hone their nonviolent strategies as well as to mount armed resistance to aggression. Why are transitions from authoritarian rule often marked by spikes in communal violence? Through examining Indonesia's recent transition to democracy, this book develops a novel theoretical explanation for this phenomenon that also accounts for why some communities are vulnerable to violence during such transitions while others are able to maintain order. Yuhki Tajima argues that repressive intervention by security forces in Indonesia during the authoritarian period rendered some communities dependent on the state to maintain intercommunal security, whereas communities with a more tenuous exposure to the state developed their own informal institutions to maintain security. As the coercive grip of the authoritarian regime loosened, communities that were more accustomed to state intervention were more vulnerable to spikes in communal violence until they developed informal institutions that were better adapted for less state intervention. To test the theory, Tajima employs extensive fieldwork in, and rigorous statistical evidence from, Indonesia as well as cross-national data.
