Rapid globalization has led to increased flows of capital, services, ideas, information, and people between countries. As such, problems and challenges that face one nation often have a rippling impact throughout the region and globally. The growing list of cross-border issues cannot be resolved by isolated policy action at the national or subnational levels. It is essential to forge strategic alliances at the regional level that support the development of consolidated approaches for dialogue and action. This book discusses regional governance mechanisms and institutional arrangements to respond to emerging cross-border issues and trends in Asia and the Pacific, such as the movement of people including refugees and illegal migrants, regional trade integration for human development, effective and efficient water management, human trafficking, and health issues focusing on infectious disease surveillance and response. While examining the impact of governance on these issues, the book considers these questions: What are the key cross-border governance issues in Asia? What are the regional governance mechanisms to cope with these issues? How effective are the regional mechanisms and national institutional capacities in responding to these issues? What factors contribute to the success or failure of the mechanisms for regional cooperation? Contributors include Graeme Hugo (University of Adelaide), William J. Long (Sam Nunn School of International Affairs), Mike Douglass (University of Hawaii--Manoa), Taeho Bark (Seoul National University), and Mely Caballero-Anthony (S. Rajaratnam School of International Studies).

This open access book aims to present the experiences and visions of several world university leaders, providing strategies and methods used to find various income sources for their institutions. The expansion of a university system requires a corresponding increase in funding. Consequently, university administrators all over the world are in a constant search for additional funds. If higher-level institutions are expected to deliver high-quality education and research, their sustainable funding is crucial to the development of the countries they serve. While governmental sources are a major part of the funding of most universities, economic downturns as in the case of the COVID-19 crisis may reduce governmental contributions in this and cause administrators to look for various alternative sources to help them compete in a global setting. This book offers valuable information and guidance to university leaders and administrators worldwide especially at a time when university budgets are under stress due to the COVID-19 pandemic with its dire financial and economic consequences.

I'm pleased to introduce The Chinese People's Liberation Army of 2025 which is the 2014 edition of an ongoing series on the People's Liberation Army (PLA) co-published by the Strategic Studies Institute (SSI), the National Bureau of Asian Research (NBR), and the United States Pacific Command (USPACOM). This volume builds on previous volumes and identifies potential trajectories for PLA force modernization and mission focus, and how these potential changes could impact external actors. This volume is of special relevance today in light of the profound changes occurring within the PLA. I have spent a considerable amount of my professional career in the Western Pacific and, during that time, I've seen first-hand the rapid expansion of the size and capability of the PLA as it pursues a long-term, comprehensive military modernization program in support of China's more assertive regional strategy. China's desire to develop a military commensurate with its diverse interests and economic power is both...

Through extensive primary source analysis and independent analysis, this report seeks to answer a number of important questions regarding the state of China’s armed forces. The authors found that the PLA is keenly aware of its many weaknesses and is vigorously striving to correct them. Although it is only natural to focus on the PLA’s growing capabilities, understanding the PLA’s weaknesses—and its self-assessments—is no less important.
