Constituyen objetivos del curso contribuir a elevar la efectividad de la GUCIDLocal en la construcción de Sistemas de Innovación Locales (SIL) y perfeccionar los canales de interconexión y las redes de conocimiento e innovación universidad- municipio, para elevar el impacto de la educación superior en el desarrollo económico y social a nivel local. Se parte de los modelos de innovación más importantes, como los sistemas nacionales de innovación, la triple hélice y el triángulo de Sábato, los modos 1 y 2 de generación de conocimiento, las redes de conocimientos y la llamada tercera misión como extensión y vinculación universitaria. Se abordan las peculiaridades del desarrollo local y la necesaria adecuación de los diferentes modelos con el objetivo de lograr un SIL. Se analizan las características y principios básicos de la GUCID-Local y su integración al sistema y los objetivos de trabajo de la educación superior. Se proyecta la GUCID-Local hacia la construcción de un SIL. Se identifican los principales agentes u actores implicados, los determinantes (drivers) motivacionales, los beneficios esperados y los canales de interconexión entre los mismos. Se profundiza en el desarrollo de competencias gerenciales de los gobiernos locales para conducir procesos de desarrollo basados en el conocimiento y la innovación, en las redes de conocimiento e innovación universidad-municipio, en las experiencias metodológicas para la elaboración e implementación de estrategias y programas de desarrollo local, así como en la atención a prioridades específicas. Se plantean indicadores de GUCID-Local y su armonización con indicadores de desarrollo local y las lecciones aprendidas de buenas prácticas de GUCID-Local y su contribución a un embrión de SIL
