This manual aims at providing practical guidance on how to achieve gender-equitable small-scale fisheries in the context of the implementation of the SSF Guidelines. Women play a key role, in particular in post-harvest activities relating to processing, marketing and trade, but their role remains undervalued. Within the broader context of the FAO Blue Growth Initiative, this publication therefore contributes to SP 1 Outcome 101 - Member countries and their development partners make explicit poli tical commitments in the form of policies, investment plans, programmes, legal frameworks and the allocation of necessary resources to eradicate hunger, food insecurity and malnutrition. The target audience for this manual is twofold: (i) policy makers/public administrations working on small-scale fisheries will be informed about ways to ensure gender-sensitive policies, investments and small-scale fisheries sector support, (ii) CSOs/Fisheries organizations will receive guidance on how to active ly support the empowerment of women in small-scale fisheries. The small-scale fisheries subsector is a crucial provider of livelihoods, nutrition, and food security to millions of people all over the world. However, small-scale fishers, fishworkers and their communities face many challenges, including lack of recognition, limited participation in decision-making, unsustainable use of aquatic resources, climate change impacts and conflicting interests with other sectors. The Voluntary Guidelines for Securing Sustainable Small-Scale Fisheries in the Context of Food Security and Poverty Eradication (SSF Guidelines) are the first international instrument entirely dedicated to small-scale fisheries and provide guidance on how to address existing challenges in the subsector. One of the key areas discussed in the SSF Guidelines is the need for an enabling environment that promotes good governance. Illuminating Hidden Harvests: the contributions of small-scale fisheries to sustainable development (hereinafter IHH) is a global study uncovering the contributions and impacts of small-scale fisheries through a multidisciplinary approach to data collection and analysis. The study provides information that quantifies and improves understanding of the crucial role of small-scale fisheries in the areas of food security and nutrition, sustainable livelihoods, poverty eradication and healthy ecosystems. It also examines gender equality as well as the nature and scope of governance in small-scale fisheries. The IHH study was carried out in support of the implementation of the Voluntary Guidelines for Securing Sustainable Small-Scale Fisheries in the Context of Food Security and Poverty Eradication (SSF Guidelines), themselves developed in recognition of the plight of small-scale fishers, fishworkers and associated communities and released as a contribution to the International Year of Artisanal Fisheries and Aquaculture 2022. The purpose of this report is to contribute to a more holistic understanding of what small-scale fisheries are, their importance, and why they are essential to efforts to achieve the Sustainable Development Goals (SDGs). By using this knowledge wisely within a human rights-based approach in line with the SSF Guidelines, and by empowering small-scale fishers and fishworkers, a more inclusive, equitable, sustainable and resilient small-scale scale fisheries subsector can be achieved. Realizing this goal would benefit hundreds of thousands in fishing communities and society at large. With this in mind, the IHH report is aimed at all those with a stake or an interest in the small-scale fisheries subsector, in particular decision-makers who are concerned with fisheries, poverty eradication, food security and nutrition, and sustainable development more generally. It is also addressed to small-scale fisheries actors themselves and those who support them.

Post-harvest challenges faced by small-scale fisheries stakeholders have been the focus of numerous projects, programmes and investments in Africa. Many of these initiatives have aimed to benefit women, who often dominate processing and trade activities. This report provides a summary of key findings from a desk review and primary data research that has aimed to identify successful post-harvest initiatives related to infrastructure design and management, improved post-harvest technology, value addition and access to finance. The examples described could be used by development practitioners and policy makers to inform the direction, design and implementation of future post-harvest fisheries initiatives. The use of locally made fish boxes to improve on board handling and the use of drying racks are described. And although the intention was to focus on small-pelagic fish value chains, some of the examples have a more general application such as those for infrastructure, value addition and the microfinance models that are included. It is important to note that this is not a definitive study and that the focus has been primarily on initiatives is Ghana, Malawi, Senegal, Sierra Leone, Tanzania and Uganda. The report and guidance align with and aim to support the implementation of the FAO Voluntary Guidelines for Securing Sustainable Small-Scale Fisheries in the Context of Food Security and Poverty Eradication (SSF Guidelines). The guidelines promote the role of SSFs in food security and nutrition, the right to adequate food, equitable development and poverty alleviation, and to the provision of decent work for fishers and fish workers.

Fisheries and aquaculture contribute to food security and livelihoods of millions of people in Asia. Both women and men are engaged in fisheries and aquaculture. In the past ten years, many actors have worked on raising awareness on women’s contribution as well as promoting gender equality in fisheries and aquaculture. This study aims to consolidate the efforts to date to provide recommendations for action and future studies. Its objective is to answer the following questions for small-scale fisheries and aquaculture in Asia: (i) What is the division of labour between women and men in specific fisheries and aquaculture practices and what are the differences with respect to their access to assets, resources and entitlements? (ii) What are the drivers of such differences? (iii) What could be critical entry points and opportunities for addressing inequalities and discriminatory practices? To answer these questions, the study conducted an online literature search on gender and fisheries and aquaculture in Asia, selecting articles published between 2011 and 2021. This period was selected to understand the contemporary condition and state of knowledge, and since we aimed for an exhaustive list of literature, some limits in the time period was necessary. The review included both published peerreviewed papers in journals as well as other research and project reports that are available online. In total, it reviewed 253 publications on fisheries and 210 publications on aquaculture. The top four countries where studies were conducted are India (44.3 percent of fisheries and 24.3 percent of aquaculture articles), the Philippines (35.6 percent of fisheries and 17.6 percent of aquaculture articles), Bangladesh (27.7 percent of fisheries and 32.9 percent of aquaculture articles) and Indonesia (30.8 percent of fisheries and 20.5 percent of aquaculture articles). The findings based on each research question are presented in this publication.

This document includes eight studies showcasing good practices in support of sustainable small-scale fisheries. FAO commissioned these studies aiming to share experiences and promote the implementation of the Voluntary Guidelines for Securing Sustainable Small-Scale Fisheries in the Context of Food Security and Poverty Eradication (SSF Guidelines). The case studies were also intended to promote participatory approaches – in line with the SSF Guidelines principles – and to promote increased interaction between research and fishing communities, including the use of traditional knowledge and participatory research. It is hoped that the case studies will inform policy and policy processes and, in this way, promote sustainable small-scale fisheries according to the SSF Guidelines and the human rights-based approach to development (HRBA). The case studies constitute a rich selection of experiences and are diverse, not only with regard to their geographical setting but also in scope and approach. They span from looking at one specific tool for sharing experiences (the fisheries learning exchanges methodology in Madagascar and Mozambique) or examining the enabling environment in a specific thematic area (disaster risks in Bangladesh), to regional policy formulation on small-scale fisheries (the SSF Guidelines protocol for Caribbean policies) and reflection on how to use the SSF Guidelines in participatory processes (the Myanmar step-by-step approach to discussions with small-scale fisheries communities). A few of the papers look at co-management, in some cases combining fisheries management and social development (Senegal, Uruguay and Nepal), with one focusing on the role of small-scale fisheries and community organizations (India). Generally, the case studies refer to HRBA but, perhaps because many of the activities have taken place in the past, it seems that HRBA has rarely been consciously and explicitly implemented. Still, the case studies bear witness to a number of experiences and practices that are clearly steps in the right direction. Key good practices emerging from the studies refer to, among other things, holistic approaches to co-management and social responsibility; broad engagement, inclusiveness and partnerships; the power of communication; and gender equality and the role of women. As more experience is gained, our knowledge of how to go about implementing the SSF Guidelines will improve and nurture new and continued initiatives. For the present and the future, efforts should be made to apply HRBA, while continuing to share experiences and good practices showing how to do so when implementing the SSF Guidelines.
