Since 1996 a growing number of European employees have access to a European works council (EWC), a transnational employee body designed to complement national forms of labour representation . Before the Servant Project began its activities, on the initiative of the editor of this book, the long term history of domestic service was still in its beginning stage. This volume is the first wide-ranging attempt to determine the role of domestic workers both in past and present times. Domestic service was of major importance in the multi-secular process of urbanization and socio-economic development of European societies. Today, domestic workers (mainly women) represent an important component of international labour migrations to Western countries. Instead of disappearing, as expected for a long time, paid domestic work is currently experiencing a kind of «resurgence». The contributions assembled in this volume analyze the situation of domestic workers, and contribute to improve knowledge concerning their individual characteristics (gender, ethnic group, religion), origin, motivation and cultural identity, relationship with their own families and those of the employers. Is the EU enlargement the success EU institutions proclaim? Based on fifteen years of fieldwork research across Central and Eastern Europe and on migrants in the UK and Germany, this book provides a less glittering answer. The EU has betrayed hopes of social cohesion: social regulations have been forgotten, multinationals use threats of relocations, and workers, left without institutional channels to voice their concerns, have reacted by leaving their countries en masse. Yet migration, for many, increases social vulnerability. Drawing on Hirschman’s concepts of ‘Exit’ and ‘Voice’, the book traces the origins of such failures in the management of EU enlargement as a pure economic and market-creating exercise, neglecting the inherently political nature of labour relations. The reinforcement of market mechanisms without political counterbalances has resulted in an increase in opportunistic ‘exit’ behaviour by both employers and employees, and thereby in a worsening quality of democracy, at workplace, national and European levels. As a result of this process, the EU has become more similar to the North American Free Trade Agreement between USA, Canada and Mexico, where social rights are marginalized and economic integration does not translate into better development.

Within the framework of the new European economic governance, neoliberal views on wages have further increased in prominence and have steered various reforms of collective bargaining rules and practices. As the crisis in Europe came to be largely interpreted as a crisis of competitiveness, wages were seen as the core adjustment variable for ‘internal devaluation’, the claim being that competitiveness could be restored through a reduction of labour costs. This book proposes an alternative view according to which wage developments need to be strengthened through a Europe-wide coordinated reconstruction of collective bargaining as a precondition for more sustainable and more inclusive growth in Europe. The European Union's market integration project has dramatically altered economic activity around Europe. This book presents extensive evidence on how trade has increased, jobs have been created, and European business has been reorganized. The changes in the economy have been accompanied by dramatic changes in how people from different societies interact. This book argues provocatively that these changes have produced a truly transnational-European-society. The book explores the nature of that society and its relationship to the creation of a European identity, popular culture, and politics. Much of the current political conflict around Europe can be attributed to who is and who is not involved in European society. Business owners, managers, professionals, white-collar workers, the educated, and the young have all benefited from European economic integration, specifically by interacting more and more with their counterparts in other societies. They tend to think of themselves as Europeans. Older, poorer, less educated, and blue-collar citizens have benefited less. They view the EU as intrusive on national sovereignty, or they fear its pro-business orientation will overwhelm the national welfare states. They have maintained national identities. There is a third group of mainly-middle class citizens who see the EU in mostly positive terms and sometimes-but not always-think of themselves as Europeans. It is this swing group that is most critical for the future of the European project. If they favor more European cooperation, politicians will oblige. But, if they prefer that policies remain wedded to the nation, European cooperation will stall.

Few areas of labour history have received as much attention as the coal industry, with miners often finding themselves at the centre of studies on working-class political and industrial history. Yet whilst much has been written about the struggles of miners and their unions in particular countries, their national confrontations and political organization, much less work has been done on the regional communities and how they related both to the national and international picture. The central theme of this volume is to transcend such over-arching national models and to focus instead on local coal mining societies which can then be compared and contrasted to similar communities elsewhere. In so doing the book is able to tackle a number of familiar labour history themes in a more nuanced way, exploring issues of political activism and class relationships from the perspectives of gender, ethnicity, race and specific localized cultural traditions. As the chapters in this volume illustrate, such an approach can offer rich and often surprising conclusions, in many cases challenging the accepted notion of miners as the vanguard of militant working-class political activism. Adopting a regional approach that compares coalfield communities from five continents, this volume reflects coalfield experiences on a truly global scale. By looking at what made communities unique as well as what they shared in common, a much fuller understanding of the workplace, neighbourhood, family, identity and political organization is possible. Underlining the strong connections between politics, community and identity, this work emphasizes the challenges and opportunities available to labour historians, pushing forward the boundaries of the discipline in new and exciting ways.
