This book captures the substantive information required by new SWAT commanders. Successful resolution of critical incidents is most often the result of basic concepts and principles implemented by knowledgeable, experienced and well-trained personnel under the direction of decisive leaders, but new SWAT commanders may not have benefited from coming through the ranks and SWAT pipeline. They could be at a considerable disadvantage as they accept command. The author introduces the officer to information, culture and methodology to approach various missions. The book takes the reader on an educational fictitious journey through a series of dreams that ultimately culminates in a SWAT commander successfully resolving a high-risk incident.

Captain Kolman (ret.), formerly of the Los Angeles County SheriffOCOs Department, founder and first Director of the National Tactical Officers Association, and who authored one of the first SWAT textbooks in 1982, now brings forth a unique book that not only captures the substantive information required by new SWAT commanders but also its culture. Successful resolution of critical incidents is most often the result of basic concepts and principles implemented by knowledgeable, experienced and well-trained personnel under the direction of decisive leaders, but new SWAT commanders may not have benefited from coming through the ranks and SWAT pipeline and could be at a considerable disadvantage as they accept command. In a manner not previously used for SWAT education and training, Captain Kolman introduces the officer to substantive information, culture and a methodology to approach various missions. In doing so, the reader is led on an educational journey through a series of dreams that ultimately culminates in a fictitious SWAT Commander successfully resolving a high-risk incident. Each chapter builds on the previous one and allows the hypothetical characters passing through each chapter to evolve in knowledge, judgment and maturity. The book is a testimonial to the need for departments to provide or obtain contemporary, appropriate training for both command and operational personnel, so that working together they can effectively manage and resolve critical incidents with minimal risk to everyone involved. In addition to being a valuable asset to any SWAT school, including commanders, the seasoned operator will find this publication an entertaining and informative review. Read it at least once. Few people can capture the wisdom of SWAT in such an articulate and engaging manner."

This textbook instructs patrol officers in their roles and responsibilities as first responders, with attention to new and evolving threats and responses to incidents that have broadened the scope of responsibility of the patrol officer. The first of the five parts of the book contains four chapters on patrol officer's preparation and conditioning. These chapters focus on the importance and features of mental and physical fitness and preparing for various police encounters, some of which may involve a fight for survival. The four chapters of Part 2 address training and equipment. The chapters discuss the principles of combat shooting, the specifications of intermediate rifles for use in patrol work, specialty impact systems that can be used as less-lethal force options, and first responders' recognition of explosives. Part 3 consists of three chapters on various types of patrol procedures: the use of police dogs in patrol operations, vehicle stops, and building searches. The four chapters of Part 4 consider patrol responses to critical incidents. One chapter instructs patrol officers in the responsibilities of first responders at the scene of a hostage/barricade/suicide incident. A second chapter describes the tactic of "immediate action/rapid deployment," which is recommended for patrol officers who are the first responders to a violent attack in progress that involves multiple actual and potential victims. A third chapter describes the planning and implementation of procedures for a unified command when multiple agencies are responding to a mass disaster. A fourth chapter focuses on knowledge and procedures used by first responders in their handling of disasters caused by terrorists' weapons of mass destruction. The three chapters of Part 5 instruct patrol officers in preparing for civil litigation that alleges violations of constitutional rights due to officer actions.

On February 7, 2008, her fifty-one-year-old husband Randy Simmons responded to a "SWAT Call-Up" in Winnetka, California, where he was tragically killed at the hands of a deranged man during an eleven-hour hostage rescue standoff that resulted in a quadruple homicide. In 41 D-Man of Valor Lisa tells the story of her husband's multifaceted life and of his amazing accomplishments both in and out of uniform. This biography narrates how Randy overcame trials and tribulations, how he put his faith in God, and how he worked tirelessly to better the lives of underprivileged children. It shares the details of his life as a devoted husband, father, mentor, minister, football coach, and twenty-seven-year-veteran of the Los Angeles Police Department. It discusses his death as the first in LAPD history of a SWAT officer losing his life in the line of duty, of his most unprecedented funeral, and of the awards he received following his death. With honesty, candor, and conviction, 41 D-Man of Valor delivers a true story about a man who continues to inspire as much in death as he did in life. It shows how his legacy lives on through the many people he touched. RANDALSIMMONS.ORG RANDYSIMMONSSWAT.COM

Badge 112 is the story of a restless boy orphaned in high school, and his unlikely passage from juvenile delinquent to decorated police officer. When Peter Stipe finds his mother after her suicide, it leaves him scarred and isolated. After a couple of brushes with the law, his dad sends him off to Culver Military Academy to provide structure and discipline. In a whirlwind final summer, he found himself paired with the most beautiful girl on campus and clashing with the commandant. This pattern of behavior would define his years in high school. At 17, his father’s sudden death from cancer cast him adrift. After beginning work in a warehouse, Stipe is soon befriended by a firefighter who’d lost his only son to combat in Vietnam. The father figure took the aimless youth under his wing, instilling a tireless work ethic while suggesting a career in civil service. Though his spell of misdirection continued, Stipe heeded the advice and found himself working for the Building Department, enforcing city codes and inspecting houses. Trained in every aspect of code enforcement, his laid-back style was effective with business owners, landlords and residents. But he saw the grim effects of poverty first hand, exposed to wretched living conditions. The homes and apartments he inspected were so filthy, he had to strip his clothes off outside when he got home. However, assignments all over town enabled him to learn Ann Arbor like the back of his hand. His skill in code-enforcement led to a personal recruitment by Ann Arbor’s Police Chief to become an officer. A 29-year-old rookie, Stipe left his mark, combining instinct, orientation and superb fitness to catch criminals and save lives. He confronts the memory of his own mother’s death by handling the suicides of several more victims, many to gunfire. His negotiation skills spare the lives of many more. While on the force, Stipe embarked on a series of high-profile arrests, high-speed pursuits, foot chases, bank robberies, hostage situations, homicides, life and death struggles and harrowing rescues. In 1994, a serial killer investigation exposed the strained racial tensions between the police and the public they serve. Stipe and the killer confront one another in court. Stipe’s tactical training results in his assignment as the point man on the SWAT Team. He engages in a sequence of armed encounters, some at point blank range. The peak in his career is toppled by a turbulent marriage to an unfaithful wife, an ill-fated affair with an attractive partner, and the tragic drowning of two teenage girls, trapped in a submerged car. When the veteran officer bottomed out and became immune to hope and humor, he was rescued from the brink by a succession of intuitive patrol partners and the girl that sold him coffee. Badge 112 is about survival in the darkest corners of society, and about a cop turning tragedy and adversity into hope and redemption in the dim light of life on his patrol beat.
