The livestock industry represents a $250 billion industry which supports nearly 2 million jobs nationwide and 40,000 jobs in my State of Michigan. I continue to talk about the Farm Bill as a jobs bill because that is exactly what it is, and today we are talking about a very important part of our industry. We have two great panels of witnesses today to talk about the state of the livestock industry. On the first panel, we have senior officials from the Department of Agriculture who will cover the overall economic outlook for the industry, animal health and food safety issues, as well as conservation efforts. On our second panel, we will hear from producers and a packer about a number of issues including export opportunities, the proposed GIPSA rule, ethanol and the permanent disaster programs for livestock that we have added in the 2008 Farm Bill.

Air Emissions from Animal Feeding Operations: Current Knowledge, Future Needs discusses the need for the U.S. Environmental Protection Agency to implement a new method for estimating the amount of ammonia, nitrous oxide, methane, and other pollutants emitted from livestock and poultry farms, and for determining how these emissions are dispersed in the atmosphere. The committee calls for the EPA and the U.S. Department of Agriculture to establish a joint council to coordinate and oversee short - and long-term research to estimate emissions from animal feeding operations accurately and to develop mitigation strategies. Their recommendation was for the joint council to focus its efforts first on those pollutants that pose the greatest risk to the environment and public health.

American urbanites once lived alongside livestock and beasts of burden. But as cities grew, human-animal relationships changed. The city became a place for pets, not slaughterhouses or working animals. Andrew Robichaud traces the far-reaching consequences of this shift--for urban landscapes, animal- and child-welfare laws, and environmental justice.
