This book uses a multidisciplinary approach to examine the ongoing conflict in Mozambique’s Cabo Delgado province, which has killed thousands and displaced a million people since 2017. The book investigates how the conflict developed, the regional and international responses and its wider implications. From a broad range of African perspectives, the book addresses issues related to the conflict including international humanitarian law, regional security and terrorism. Part I assesses the regional security concerns of the conflict, the success of cross-border counter-terrorism operations and their implications for the southern African region. Part II focuses on the conflict in relation to international humanitarian law. It discusses the Islamic State's presence in the region, the trajectory and issues pertaining to sexual and gender-based violence and the relationship between the conflict and the environment. Mozambique has developed comprehensive policies and laws for the protection, conservation and sustainable use of wildlife resources, with engagement of a wide range of stakeholders, including local communities and the private sector. During the last 15 years the main legislation governing wildlife and conservation areas management is the Forest and Wildlife Law1 and its regulation. However, this law is inadequate to combat wildlife crimes. Offenses against iconic and protected wildlife species are punishable only by fines, which are not high enough to discourage the crime. Additionally, the enforcement of the law is constrained by limited number of enforcement agents, limited patrolling equipment, limited incentives and widespread corruption. The increasing level of organized crime is also threatening the survival of protected wildlife species. The Conservation Areas Law2 was enacted in 2014 and offers a great opportunity to combat wildlife crime as it provides for heavy fines and imprisonment of up to 12 years for offenses against protected wildlife species. However, the enforcement of this law is constrained by the lack of its regulations. Mozambique has ratified the most relevant international conventions for the conservation of wildlife and their habitats and has, to a large extent, adapted domestic legislation to incorporate the provisions of the conventions. However, weak enforcement of domestic legislation undermines the fulfilment of the obligations of the country associated with the ratification of the conventions.

This book grew out of a major European Union (EU) funded project on the Hague Maintenance Convention of 2007 and on the EU Maintenance Regulation of 2009. The project involved carrying out analytical research on the implementation into national law of the EU Regulation and empirical research on the first year of its operation in practice. The project also engaged international experts in a major conference on recovery of maintenance in the EU and worldwide in Heidelberg in March 2013. The contributions in this book are the revised, refereed and edited versions of the best papers that were given at the conference. The book is divided into four parts: (i) comparative context (ii) international, looking at national and non-European regional practice and how the Hague Convention could change things; (iii) international and the EU, looking at issues covered by both the Hague Convention and the EU Regulation; and (iv) the EU - looking at the Maintenance Regulation. This is the first study to look carefully at both of the new cross-border maintenance regimes globally and in Europe and to begin the examination of the practical operation of the latter regime. The approval of the Hague Convention by the EU on 9 April 2014 is a major step forward for its practical significance in enabling the recovery of child and spousal support, as from 1 August 2014 all of the 28 EU Member States apart from Denmark will be bound by the Convention.
