This open access book assesses the profound impact of Japan’s aspirations to become a great power on Japanese security, democracy and foreign relations. Rather than viewing the process of normalization and rejuvenation as two decades of remilitarization in face of rapidly changing strategic environment and domestic political circumstances, this volume contextualizes Japan’s contemporary international relations against the longer grain of Japanese historical interactions. It demonstrates that policies and statecraft in the Prime Minister Shinzo Abe’s era are a continuation of a long, unbroken and arduous effort by successive generations of leaders to preserve Japanese autonomy, enhance security and advance Japanese national interests. Arguing against the notion that Japan cannot work with China as long as the US-Japan alliance is in place, the book suggests that Tokyo could forge constructive relations with Beijing by engaging China in joint projects in and outside of the Asia-Pacific in issue areas such as infrastructure development or in the provision of international public goods. It also submits that an improvement in Japan-China relations would enhance rather than detract Japan-US relations and that Tokyo will find that her new found autonomy in the US-Japan alliance would not only accord her more political respect and strategic latitude, but also allow her to ameliorate the excesses of American foreign policy adventurism, paving for her to become a truly normal great power.

This book examines how the Treaty of Peace with Japan, a momentous agreement that delineated postwar order in the Pacific, was negotiated between Japan and 48 other nations in 1951. Even though the treaty was created to legally end the state of war between Japan and its Pacific War enemies, many other considerations - some of which had hardly anything to do with the Pacific War - were involved. The US-Soviet rivalry was the most representative, but this was not the only factor. For instance, the decision to invite Cambodia, Laos and Vietnam as signatories was determined based on French colonial interests, Indochinese yearning for independence and the need for French contribution in the North Atlantic Treaty Organization. This book is the English translation of a recent biography of Sakata Michita, one of Japan’s leading, yet unassuming, politicians in the postwar era, who was even considered a serious contender for the premiership. While he did not become prime minister himself, he did serve as Justice Minister, Education Minister, Welfare Minister, Defense Minister, and Speaker of the House of Representatives. What’s more, he served an incredible seventeen uninterrupted terms as a member of the Lower House, from 1946-1990, one of the longest in Japanese history. Sakata was appointed Director General of the Japan Defense Agency (i.e., Minister of Defense) in December 1974 during a challenging time in U.S.-Japan relations in the wake of the resignations of U.S. President Richard M. Nixon and Japanese Prime Minister Tanaka Kakuei, for separate scandals. As Japan’s only ally, the relationship with the United States was crucial for the latter country, and it was up to Sakata to manage alliance relations during this period. He was not a security expert, yet used his political experience, studious nature, sincerity, and likeability among his staff, subordinates, colleagues, and personnel to make a lasting impression on his nation’s forces, and on Japan’s alliance partner. He succeeded in developing the first-ever National Defense Program Outline and the Basic Defense Force Concept among other initiatives during the crisis-filled 1970s. Furthermore, he developed a close policy dialogue with the United States which eventually led to the original U.S.-Japan Guidelines for Defense Cooperation. He did all this despite being a novice in defense matters. Furthermore, he is the longest consecutive serving defense minister in Japanese history, taking highly principled stances during his time.
