The Code of Conduct on Politico-Military Aspects of Security, adopted by OSCE member states during the Budapest Summit of December 1994, has become a significant addition to the range of politically binding documents of the OSCE. The Code, besides referring to internationally legally binding provisions for the conduct of politico-military affairs, codifies some of the existing norms on the democratic control and use of armed forces for interstate and intrastate purposes. It also lays down guidelines for the personal responsibility and accountability of the individual members of these armed forces. Moreover, this latest product of OSCE norm setting aims at becoming a valuable and effective instrument for the prevention of armed conflict. The significance, validity, and virtues of the Code are critically examined in this work. It is based on a seminar which was sponsored by the Ministries of Foreign Affairs of Germany and the Netherlands, and organized by the Netherlands Institute of International Relations Clingendael, in cooperation with the German Stiftung Wissenschaft und Politik. The book introduces the Code as a whole and deals with experiences from the negotiating table. It links the Code with international law and evaluates the Code on its early warning and conflict prevention merits. The work also investigates the connections between the Code and civil-military relations in the cases of Poland, the Russian Federation, and Germany and charts the way ahead for implementation of the Code. Finally, the Editor summarizes the main conclusions and highlights of the debate.

This book critically analyzes the European Union’s role in Security Sector Reform (SSR), a topical issue with regards to European security. While the literature on SSR has increased significantly in the past decade, too little remain in the way of comparative analyses of SSR case studies that are geared toward theory development. This collection strives to push the SSR literature in that direction. One key question it focuses on is whether the EU pursues a holistic approach vis-à-vis SSR. Another question the book addresses is why and how the EU activities towards SSR in conflict management, peacebuilding and statebuilding have produced a wide variety of outcomes that range from the failure to reform any or all of the sub-set of security sectors (police, justice, military, etc.) to complete and integrated reform. The volume encompasses all relevant cases of SSR in terms of the financial, human, and political resources involved at the EU level. Established in June 2014, New-Med is a research network of Mediterranean experts and policy analysts with a special interest in the complex social, political, cultural and security-related dynamics that are unfolding in the Mediterranean region. The network is developed by IAI, in cooperation with the OSCE Secretariat in Vienna, the Compagnia di San Paolo of Turin, the Italian Ministry of Foreign Affairs and International Cooperation, and the German Marshall Fund (GMF) of the United States. At the core of the New-Med activities stands the need to rethink the role of multilateral, regional and sub-regional organisations, to make them better equipped to respond to fast-changing local and global conditions and to address the pressing demands coming from Mediterranean societies all around the basin. This volume examines the goals and prospects of the OSCE’s growing engagement in the Mediterranean region and, more specifically, with the OSCE’s six Mediterranean Partners for Cooperation (Algeria, Egypt, Israel, Jordan, Morocco and Tunisia). The volume’s four chapters focus on the OSCE’s potential role in international efforts to stabilize Libya, a country which has been ravaged by a prolonged and destructive civil war, becoming the epicenter of conflict dynamics with far-reaching implications for both neighbouring countries and Europe. Each chapter addresses a particular theme, or level of analysis, tied to the current conflict in Libya.
