In the early 1960's the Military knew they needed to develop a new method of intelligence gathering in locating the enemy in the jungles of Vietnam. Early attempts at developing a mobile method of interception and location of radio transmissions failed. Some successes occurred prior to the mid-1960's, but there was no large scale plan on how to develop this into a major project to help win the war in Vietnam.
