Excerpt from The Monroe Doctrine When the addresses contained in this volume were delivered I had no thought that they would ever be published. They were prepared for special occasions; the subjects were assigned by those asking for their preparation and delivery; and the articles as now printed are substantially as delivered. Several friends, to whose judgment I have deferred, suggested that it would be advantageous to put these articles in permanent form, and hence this volume. It is notorious that many people, especially in the United States, have hazy and incorrect views as to what the Monroe Doctrine really is, and by whom originated. The hope is expressed that the article on that subject may at least prove useful in stimulating a desire for full and correct information. I trust the reader may find something in the following pages of interest and profit. My thanks are tendered to Mr. Reginald R. Fairweather, student-at-law, for his kindness in preparing the Index. It will facilitate easy reference to the topics discussed. About the Publisher Forgotten Books publishes hundreds of thousands of rare and classic books. Excerpt from The Monroe Doctrine and the Great War There is a close connection between the Great War and the Monroe Doctrine. Our isolation from European difficulties is no longer a fact. We are a part of the world and compelled to carry a share of its burdens. This doctrine has been a great feature of American diplomatic history for a century. In the minds of many, a League of Nations means the giving up of his historic policy, but Professor Hall has shown that it is essentially akin to the policy laid down in the covenant. As citizens we have talked a good deal about the Monroe Doctrine without really knowing what it means. In a hundred years new connotations have come into its phraseology and the duty of a citizen is to know what his country is holding out as a world policy. Professor Hall has added a readable, analytic book to the series that will help the American to get a wider view of our world policy. Excerpt from The Monroe Doctrine: An Interpretation Parts IV and V are interpretative, being built upon the previous historical part of the work; they restate and dis cuss the same facts in new combinations, illustrated by the views of modern writers of many nations. The latin-ameri cans, Europeans, and Asiatics help to determine the meaning of the Monroe Doctrine. It is no function of this work to predict the future history of America: but in Part VI the attempt is made to point out how far the Doctrine in its present meaning is likely to be applied in the future; and what steps are possible and likely for the United States to take in order to maintain it. Part VII is a brief survey of the most important books deal ing with the subject. About the Publisher Forgotten Books publishes hundreds of thousands of rare and classic books. Excerpt from Modernizing the Monroe Doctrine Some policies are only beneficial when completely worked out, but pan-americanism, even when in complete, is beneficial, and complete, it would be an immeasurable blessing. It is the most practical agent for international peace thus far devised. By means of joint mediation by American republics it has already prevented a conflict between the United States and Mexico, and upon that achievement as a base, let us erect a completed triangle, whose east erly side shall protect us from future friction with Europe, and whose westerly side insure peace on the Pacific; thus shall we have a pan-american Triangle for Peace. The responsibility for pan-americanism is a continental one. The responsibility for the Monroe Doctrine will always be peculiarly our own, though it may be shared in by others. Together they should be guaranteed by a strong navy both in the Atlantic and the Pacific Oceans, and by an adequate army with a citizen reserve trained as are the peace-loving Swiss.
