It is the experience of everyone who has watched events in the far East that the Missionary Question has always given rise to difficulties, and it is the opinion of those most competent to judge that for many years to come the missionary question will give rise to difficulties. I think, however, that difficulties in the future may be sensibly decreased if we will dispassionately study facts and adopt the measures which facts in China and elsewhere shew to be feasible and beneficial. To ask whether we have a right to force our opinions, as to religion, on a people that does not want them is futile. To discuss whether the protection of our creed in a foreign country is in accordance with the latest development of International Law, may be an interesting subject for a debating society but is quite beside the point in practical politics.
