Peter Sutherland is probably the most influential Irish person ever and a key figure in world history over the past 25 years. Peter Sutherland was once described as having the best CV in the world. He was Ireland's youngest ever attorney general; the youngest ever European Commissioner; former chairman of Goldman Sachs International; former chairman of BP; UN special representative for migration and special adviser to the Vatican. His time as head of the General Agreement on Tariffs and Trade (GATT) was the high point of his career and a defining moment in modern history. He presided over the signing of the Uruguay round of multilateral trade negotiations. This book investigates the role and influence of non-state actors (NSAs) and local authorities in the process leading to the adoption of the 2018 Global Compact for Migration (GCM), the first intergovernmental negotiation of its kind at the UN. The research draws upon methods initially applied to assess global climate negotiations, and for the first time analyzes the influence of NSAs and local authorities in an international negotiation on migration. It builds on an assessment of the state of the art on global migration governance, adding new perspectives and insights. The analysis of the influence of NSAs and local authorities is backed by an online survey of participating stakeholders, interviews with key actors, and hundreds of other primary sources obtained from the process. The author finds that the UN system’s willingness to onboard NSAs was key to creating the GCM as it stands today. While the research finds little direct influence from NSAs during the negotiations, the first draft of the GCM was very much informed by their input. Local authorities, still new to the global stage, made the case for their further inclusion in global migration governance.

This book examines the new economic governance (NEG) regime that the EU adopted after 2008. Its novel research design captures the supranational formulation of NEG prescriptions and their uneven deployment across countries (Germany, Italy, Ireland, Romania), policy areas (employment relations, public services), and sectors (transport, water, healthcare). NEG led to a much more vertical mode of EU integration, and its commodification agenda unleashed a plethora of union and social-movement protests, including transnationally. The book presents findings that are crucial for the prospects of European democracy, as labour politics is essential in framing the struggles about the direction of NEG along a commodification–decommodification axis rather than a national–EU axis.
