“We’re becoming like Europe.” This expression captures many Americans’ sense that something has changed in American economic life since the Great Recession’s onset in 2008: that an economy once characterized by commitments to economic liberty, rule of law, limited government, and personal responsibility has drifted in a distinctly “European” direction. Americans see, across the Atlantic, European economies faltering under enormous debt; overburdened welfare states; governments controlling close to fifty percent of the economy; high taxation; heavily regulated labor markets; aging populations; and large numbers of public-sector workers. They also see a European political class seemingly unable—and, in some cases, unwilling—to implement economic reform, and seemingly more concerned with preserving its own privileges. Variable amplitude loading under cyclic load with basic frequency and random loading under load with a continuous band of frequency is classified here. This book gives a review of the latest world success and directions of investigations on multiaxial fatigue and fracture. More and more often publications are results of the co-operation of researchers from different laboratories and countries. Seven out of eighteen papers included here were worked out by international authors teams. This is a symptom of the times, when science and investigations know no borders.

While we know a great deal about the benefits of regional integration, there is a knowledge gap when it comes to areas with weak, dysfunctional, or nonexistent regional fabric in political and economic life. Further, deliberate “un-regioning,” applied by actors external as well as internal to a region, has also gone unnoticed despite its increasingly sophisticated modern application by Russia in its peripheries. This volume helps us understand what Anna Ohanyan calls “fractured regions” and their consequences for contemporary global security. Ohanyan introduces a theory of regional fracture to explain how and why regions come apart, consolidate dysfunctional ties within the region, and foster weak states. Russia Abroad specifically examines how Russia employs regional fracture as a strategy to keep states on its periphery in Eurasia and the Middle East weak and in Russia's orbit. It argues that the level of regional maturity in Russia’s vast vicinities is an important determinant of Russian foreign policy in the emergent multipolar world order. Many of these fractured regions become global security threats because weak states are more likely to be hubs of transnational crime, havens for militants, or sites of protracted conflict. The regional fracture theory is offered as a fresh perspective about the post-American world and a way to broaden international relations scholarship on comparative regionalism.

This book is an overview of ESIS Technical Committee 4's activities since the mid-1980s. A wide range of tests is described and the numerous authors is a reflection of the wide and enthusiastic support we have had. With the establishment of the Technical Committee 4, two major areas were identified as appropriate for the activity. Firstly there was an urgent need for standard, fracture mechanics based, test methods to be designed for polymers and composites. A good deal of academic work had been done, but the usefulness to industry was limited by the lack of agreed standards. Secondly there was a perceived need to explore the use of such data in the design of plastic parts. Some modest efforts were made in early meetings to explore this, but little progress was made. In contrast things moved along briskly in the standards work and this has dominated the activity for the last fourteen years. The design issue remains a future goal.
