Although a few interviews were conducted with agency personnel for the purpose of clarifying statements that seemed ambiguous, the information in this report has been provided almost exclusively through the written responses of the agencies with no independent investigation by Com mission staff. On the basis of this information, the Commission has made its own evaluation of current agency performance.
