"The ink on the Treaties of Rome of 25 March 1957 was hardly dry when the Commission set itself up for business on 1 January 1958 in Brussels with an agenda covering all areas of the economic life of the six founder countries: Germany, France, Italy and the three Benelux countries of Belgium, Luxembourg and the Netherlands. The 15-year period - from 1958 to 1972 - covered by this work corresponds to the beginnings of the European Commission, whose first task was to come up with practical means of achieving the treaties' main objective - the establishment of a common market - taking as its point of departure the general interest of the entire Community of six Member States. Forged by men and women with often very different backgrounds, the history of the first few years is one of crises but also of achievements which shaped the major milestones of European integration in almost every area. Imagination, long-term vision, enthusiasm and tenacity seem to have been the great virtues of the people working for the young European institution at that time. The European Commission is at the center of the European Union's political system. Within its five-year terms each Commission proposes up to 2000 binding legal acts and therefore crucially shapes EU policy, which in turn impacts on the daily lives of more than 500 million European citizens. However, despite the Commissions key role in setting the agenda for European decision making, little is known about its internal dynamics when preparing legislation. This book provides a problem-driven, theoretically-founded, and empirically rich treatment of the so far still understudied process of position-formation inside the European Commission. It reveals that various internal political positions prevail and that the role of power and conflict inside the European Commission is essential to understanding its policy proposals. Opening the 'black box' of the Commission, the book identifies three ideal types of internal position-formation. The Commission is motivated by technocratic problem-solving, by competence-seeking utility maximization or ideologically-motivated policyseeking. Specifying conditions that favor one logic over the others, the typology furthers understanding of how the EU system functions and provides novel explanations of EU policies with substantial societal implications.

This book radically re-conceptualises the origins of the European Union as a trans- and supranational polity as it emerged between the Schuman Plan of May 1950 and the first enlargement of the European Communities at the start of 1973. Given the impact that successive court rulings have had on the organisation of the sports movement in the past 15 years, the autonomy of non-governmental sports organisations has become a highly topical concern in Europe. It is also closely related to the issue of governance, the subject of previous Council of Europe studies. The Enlarged Partial Agreement on Sport (EPAS) decided to explore the concept of autonomy in greater depth by studying the conceptual, political, legal, economic and psycho-sociological aspects of the subject. This study was carried out at the request of the EPAS by the Swiss Graduate School of Public Administration (IDHEAP) on the basis of a questionnaire sent to public authorities in charge of sport and to national and international umbrella sports organisations. In addition to an analysis of the data obtained, documents produced by public authorities and sports organisations on this emerging issue are presented. This study contributes to a better understanding of the concept of autonomy and offers a clear picture of the issues involved.
