The Equation-of-Time denotes the variance between Mean Time as told by the Stars and Solar Time as told by the Sun. It was initially identified by Ptolemy around 200 CE. During the Early Middle Ages, astronomers utilized this Equation to assist in lunar observations. Throughout the High & Late Middle Ages, sundials held prominence as the primary means of timekeeping, indicating Solar Time. However, in the 17th century CE, the emergence of precise pendulum clocks and watches prompted a gradual shift towards the adoption of Mean Time over Solar Time. In particular, the use of Solar Time corrected by the Equation-of-Time to determine local mean time, was used in the determination of longitude at sea. Prior to the availability of time signals, sundials - together with tables detailing the Equation - were used to set clocks.

When I first laid out the framework for A History of Ancient Mathe matical Astronomy, I intended to carry the discussion down to the last applications of Greek astronomical methodology, i. e. Copernicus, Brahe, and Kepler. But as the work proceeded, it became evident that this plan was much too ambitious, and so I decided to terminate my History with late antiquity, well before Islam. Nevertheless, I did not discard the running commentary that I had prepared when studying De revolutionibus in its relation to the methodology of the Almagest. Only recently, E. S. Kennedy and his collaborators had opened access to the" Maragha School" (mainly Ibn ash-Shalir), revealing close parallels to Copernicus's procedures. Accordingly, it seemed useful to make available a modern analysis of De revolutionibus, and thus in 1975 I prepared for publication "Notes on Copernicus. " In the meantime, however, Noel Swerdlow, also starting from Greek astronomy, not only extended his work into a deep analysis of De revolu tionibus, but also systematically investigated its sources and predecessors (Peurbach, Regiomontanus, etc. ). I was aware of these studies through his publications as well as from numerous conversations on the subject at The Institute for Advanced Study and at Brown University. It became clear to me that my own investigations lay at too superficial a level, and I therefore withdrew my manuscript and suggested to Swerdlow that he undertake a thoroughgoing revision and amplification of my "Notes. " His acceptance of my proposal initiated the present publication.

This Task Committee report provides standardized equations for calculating reference evapotranspiration (ET) from weather data and procedures for quality assessment and control of weather data. The purpose of the standardized reference ET equation and calculation procedures is to bring commonality to the calculation of reference ET and to provide a standardized basis for determining or transferring crop coefficients for agriculture and landscape use. The basis of the standardized reference ET equation is the ASCE Penman-Monteith (ASCE-PM) method Manual 70. Along with applications for the ASCE-PM method, this report includes recommended calculations for vapor pressure, net radiation and wind speed adjustment, and guidelines on assessing weather data integrity and estimating values for missing data. The development of this standardized report by the Environmental and Water Resources Committee (EWRI) of ASCE, was made at the request of, and has been endorsed by, the Irrigation Association.
