How do people live in a country that has experienced rebellions and state-organised repressions for decades and that is still marked by routine forms of violence and impunity? What do combatants do when they are not mobilised for war? Since 2003, the ongoing violence and subsequent humanitarian crisis in Darfur has attracted significant international media attention. Here, Noah R. Bassil offers a re-conception of the conflict in Darfur by examining the origins and progression of the conflict through the broader issue of state failure in postcolonial Sudan. By moving away from a 'localised' view of the conflict, Bassil is able to demonstrate the extent to which the breakdown of social relations in Darfur is interconnected with the wider breakdown of Sudanese and post-colonial societies more broadly, offering a definitive study of the nexus between international, national and local forces and providing a coherent framework for understanding the causes of the civil war that erupted in the Darfur region of Sudan in 2003. The Post-Colonial State and Civil War in Sudan offers a thorough examination of the historical development of the Sudanese state, from an analysis of the colonial state structure to the post-colonial state struggles and from the failure of the state-led development project to the impact these had on the Darfur region. It therefore demonstrates how Sudan's political instability, recurrent civil wars and crisis of identity provide an important context for understanding why Darfur became the location of a major rebellion against the government in 2003,and in fact created the very conditions for conflict in Darfur. Looking forward towards peace in post-colonial societies, Bassil urges the abandonment of neo-liberal policies and a return to an international system that is based on building state-capacity and state legitimacy as the most effective mechanisms for rebuilding political and social relations in regions that have suffered crises in the post-colonial state. Rather than examining Darfur as a sui generis conflict, through the analysis here, it becomes evident that in fact, the events in Darfur are far from unusual, but part of the wider contemporary demise of the post-colonial state building project. Proxy warfare is a growing international phenomenon. Although states have used proxies in armed conflicts for centuries, evolving regional and global security architecture is now forcing states to radically change the way contemporary conflicts are fought. This working paper describes the first year (June 2011-July 2012) of renewed war in South Kordofan, focusing on the conduct and dynamics of the conflict and the primary armed actors. It also identifies shared weapons and ammunition holdings based on detailed accounts of material seized, as well as photographs and first-hand physical inspections. While the war in South Kordofan is fundamentally a conflict between primarily (Northern) Sudanese actors for control of the state, it also has clear cross-border implications--as SAF's air strikes in Unity state and the Southern fighters' temporary seizure of the Hejlij oil fields attest. Most of the papers in this book were presented during the 9th International South Sudan and Sudan Studies Conference of the Sudan Studies Association USA and the Sudan Studies Society UK. 150 scholars from numerous academic disciplines, experts in conflict transformation and development, staff of non-governmental organisations (NGOs), former and current senior officers from ministries and military institutions from Sudan, South Sudan, and seventeen further countries participated in the conference. They engaged in vivid discussions on historical and recent cleavages in the societies of Sudan and South Sudan, inequality and exclusion in numerous variations, and on rapid social change accompanied by urbanisation and land conflicts. The severe economic crisis following the separation and the importance of creating political solutions instead of using technical approaches to work on the multitude of challenges affecting each of the two countries and the interrelations between them were also scrutinised. The participants intensely exchanged views and experiences on the difficulties and successes in taking responsibility rather than being dependent on foreign assistance. Discussions revealed strong potentials in both societies to overcome such problems; to initiate processes of reconciliation, and to consolidate peace. They shed light on the complex processes of nation-building and the creation of meaningful constitutions. This book attempts to capture at least some of this multitude of insights and aspects that had shaped the conference.
