In July 2013, Detroit became the largest city in U.S. history to declare bankruptcy. The underlying causes were decades of deindustrialization, white flight, and financial mismanagement. More recently it has been heralded a comeback city as wealthy white residents resettle there. Yet, as Kyle T. Mays argues, we cannot understand the current state of Detroit without also understanding the longer history of Native American and African American dispossession that has defined the city since its founding. How has dispossession impacted the development of modern U.S. cities? And how does comparing the historical experiences of Native Americans and African Americans in an urban context help us comprehend histories of race, sovereignty, and colonialism? Using archives, oral and family histories, and community documents, City of Dispossessions is a cultural, intellectual, and social history that argues that physical and symbolic forms of dispossession of Native Americans and African Americans, and their reactions to dispossession, have been central to Detroit's modern development. The book begins with the first settlement by the Frenchman Cadillac in 1701 and chronicles how the logic of dispossession has continued into the present, through a wide range of forms that include memorialization of the "disappearing Indian," the physical dispossession of African Americans through urban renewal, and gentrification. Mays also chronicles the wide-ranging forms of expression through which Black and Indigenous Detroiters have contested dispossession, such as the Red and Black Power movements and culturally relevant education. Why is it so difficult to design and implement fundamental educational reform in large city schools in spite of broad popular support for change? How does the politics of race complicate the challenge of building and sustaining coalitions for improving urban schools? These questions have provoked a great deal of theorizing, but this is the first book to explore the issues on the basis of extensive, solid evidence. Here a group of political scientists examines education reform in Atlanta, Baltimore, Detroit, and Washington, D.C., where local governmental authority has passed from white to black leaders. The authors show that black administrative control of big-city school systems has not translated into broad improvements in the quality of public education within black-led cities. Race can be crucial, however, in fostering the broad civic involvement perhaps most needed for school reform. In each city examined, reform efforts often arise but collapse, partly because leaders are unable to craft effective political coalitions that would commit community resources to a concrete policy agenda. What undermines the leadership, according to the authors, is the complex role of race in each city. First, public authority does not guarantee access to private resources, usually still controlled by white economic elites. Second, local authorities must interact with external actors, at the state and national levels, who remain predominantly white. Finally, issues of race divide the African American community itself and often place limits on what leaders can and cannot do. Filled with insightful explanations together with recommendations for policy change, this book is an important component of the debate now being waged among researchers, education activists, and the community as a whole.

An African American Dilemma offers the first social history of northern Black debates over school integration versus separation from the 1840s to the present. Since Brown v. Board of Education in 1954 Americans have viewed school integration as a central tenet of the Black civil rights movement. Yet, school integration was not the only--or even always the dominant--civil rights strategy. At times, African Americans also fought for separate, Black controlled schools dedicated to racial uplift and community empowerment. An African American Dilemma offers a social history of these debates within northern Black communities from the 1840s to the present. Drawing on sources including the Black press, school board records, social science studies, the papers of civil rights activists, and court cases, it reveals that northern Black communities, urban and suburban, vacillated between a preference for either school integration or separation during specific eras. Yet, there was never a consensus. It also highlights the chorus of dissent, debate, and counter-narratives that pushed families to consider a fuller range of educational reforms. A sweeping historical analysis that covers the entire history of public education in the North, this work complicates our understanding of school integration by highlighting the diverse perspectives of Black students, parents, teachers, and community leaders all committed to improving public education. It finds that Black school integrationists and separatists have worked together in a dynamic tension that fueled effective strategies for educational reform and the Black civil rights movement, a discussion that continues to be highly charged in present-day schooling choices.
