The marking of fishing vessels is important for their identification, to support the global efforts to promote sustainable fisheries, for safety at sea and to combat illegal, unreported and unregulated fishing. For this reason, the FAO Standard Specifications for the Marking and Identification of Fishing Vessels were developed and endorsed by COFI in 1989 as a voluntary instrument providing a standardized system for the identification of fishing vessels operating, or likely to operate, in waters of another State. Global developments have had an impact on the usefulness of the FAO Standard Specifications, specifically the increased use of the International Maritime Organization number as a unique vessel identifier and the establishment of the FAO’s Global Record. This document provides background to the development of the FAO Standard Specifications and the results of a study to assess the level of their adoption at the national, regional and international levels. It also describes progress in the areas of vessel identity, vessel tracking, different vessel types and catch traceability and how these impact the usefulness of the FAO Standard Specifications. Finally, the document proposes a review and update of the FAO Standard Specifications.

This manual is a supplement to the Voluntary Guidelines on the Marking of Fishing Gear (VGMFG; FAO, 2019), and provides practical instructions on marking methods for the main types of fishing gear in order to identify ownership. The marking of fishing gear contributes to sustainable fisheries, improving the state of the marine and freshwater environments by combating, minimizing, and eliminating abandoned, lost or otherwise discarded fishing gear (ALDFG); it also facilitates the identification and recovery of such gear. In addition, fishing gear marking supports fisheries management and can be used as a tool in the identification of illegal, unreported and unregulated (IUU) fishing activities. This manual is intended to assist fisheries managers, fishing gear manufacturers and the fisheries sector to meet the relevant international, regional or national obligations for gear marking. More specifically, it enables all stakeholders to comply with the specific gear marking requirements outlined in the FAO Code of Conduct for Responsible Fisheries, as well as in other international instruments and agreements. The growing quantity of plastic waste in the marine environment including abandoned, lost or otherwise discarded fishing gear (ALDFG) is a global problem. A particular feature of ALDFG is the potential of some gears to carry on fishing for many months or even years. The study examines legal responses to ALDFG in the context of marine fisheries. After discussing the nature of the problem of ALDFG and some of the reasons why fishing gear is abandoned, lost, or otherwise discarded, the study examines the response of the international community to ALDFG. A key finding is that ALDFG is at the same time, a fishing issue, a navigation problem (of vessel source pollution) and an environmental problem with the resulting involvement of FAO, IMO and UNEP as well as the UN General Assembly. After examining potential legal approaches to the problem, the study then describes the basic legal and institutional arrangements in four case study jurisdictions that have adopted legal measures to address ALDFG, namely Australia, the European Union and its Member States, Norway and the USA finding once again the tripartite responsibility of fisheries, navigation and environment ministries/agencies. The inter-sectoral nature of ALDFG suggests the need for a collaborative and coordinated approach. While not all of the case study jurisdictions make use of all ten of the individual legal measures identified, the case studies also clearly show that ALDFG is a problem that is susceptible to a legal response at the national or regional level including through the use of extended producer responsibility schemes, various reporting requirements and gear standards. Legal tools to address the problem of ALDFG clearly exist. The extent to which some, or all, of them are necessary or appropriate in a given context at national, regional or global level is not ultimately a legal question but a political one.

These guidelines have been produced to support implementation of the Code of Conduct for Responsible Fisheries with regard to safety at sea in the fisheries sector. Their purpose is to enable relevant authorities to develop and implement strategies aimed at improved safety, health and conditions of service at sea in capture fisheries and aquaculture operations. They apply to all commercial fishing activities, as well as activities at sea within the aquaculture sector. Furthermore, the principles therein, may also be applied to vessels engaged in fisheries research. However, while these guidelines are not directed at sport and recreational activities carried out within the aquatic environment, administrations responsible for such sectors may well take note of the safety and health issues therein. The guidelines contribute to Strategic Objective 5: Increase the resilience of livelihoods to threats and crises.

"These guidelines aim to help those who design routine data collection programmes, focusing on the relationship between typical questions asked by policy-makers and managers, and the data required for providing reliable answers. Fisheries policy and management objectives, particularly under the precautionary approach, need to be based upon analyses of reliable data. Data are needed to make rational decisions, evaluate the fisheries performance in relation to management activities and fulfil regional requirements. These objectives are achieved using fishery performance indicators. Indicators are used to measure the state of the resource, the performance of fishing controls, economic efficiency, socio-economic performance and social continuity. The primary factor in choosing what data to collect is the link between the necessary operational, biological, economic and socio-cultural indicators and their associated variables. The way in which different data variables are collected needs tobe tailored to the structure of the fishery. The strategy will be strongly influenced by the budget and personnel available, and the degree to which fishers and others co-operate. The programme must identify which variables should be collected through complete enumeration and which can be sampled. Collection methods are influenced by the variable itself, the strategy, collection point and the skill of the enumerator. Once collected, fishery data must be stored securely, but made easily available for analysis, which is achieved through a computer-based data management system, following the basic data processing principles. The implementation of a data collection programme should follow a normal project cycle, developing a new legal and institutional framework as appropriate"--Abstract.

The IOPA-IUU is a voluntary instrument that applies to all States and entities and to all fishers. Following the IPOA's introduction, the nature and scope of IUU fishing is addressed. This is followed by the IPOA's objective and principles and the implementation of measures to prevent, deter and eliminate IUU fishing. These measures focus on all State responsibilities, flag State responsibilities, coastal State measures, port State measures, internationally agreed market-related measures, research and regional fisheries management organizations.
