The Minnesota State legislature established a Task force to make recommendations regarding special education, especially to develop 3 specific sets of recommendations: a study of the State Board of Education rules (esp. students' access to necessary services, maximization of teacher contact time with students, paperwork requirements, etc.); review the case loads & number of pupils assigned to special education teachers; & develop a plan for meeting the information, instructional, & assistive technology needs of special education within the context of the state education system.
