These standards for library functions at the state level are presented to aid the state library agency in planning and developing the services and resources essential to its users. The standards are presented in eight chapters: (1) The State and Statewide Library Development; (2) The State and Financing Library Programs; (3) Statewide Development of Resources; (4) The State and Information Networks; (5) Library Services to State Government; (6) Organization of State Library Services; (7) Personnel; and (8) Physical Facilities for State Library Services. A brief introduction to each chapter discusses the area involved, and each of the 67 formal standards statements is followed by comments or a brief discussion of factors involved in the standard's implementation. Additional clarification of specific standards is provided by two appendices: State and Local History--The State's Responsibility for Collection and Care; and The Relationship and Responsibilities of the State Library Agency to State Institutions.
