This book presents an overview of the main research findings and case studies concerning education and skills for inclusive growth, green jobs and the greening of economies. Focusing on India, Indonesia, Sri Lanka and Viet Nam, it discusses government and business sector responses to these issues and how Technical and Vocational Education and Training (TVET) systems and institutions are addressing both the renewal of curricula in the context of green growth dynamics, and patterns of training and skills development to meet demands. As part of the study, TVET providers, business enterprises, policy makers and practitioners were surveyed using questionnaires and face-to-face interviews. In addition, workshops were held in each of the four countries to ascertain the views of key stakeholders in government, nongovernment organisations, members of the international development community, TVET providers and members of the business sector.The book also provides summaries of the case studies undertaken for India, Indonesia, Sri Lanka and Viet Nam.

Sri Lanka’s government declared victory in May, 2009, in one of the world’s most intractable wars after a series of battles in which it killed the leader of the Tamil Tigers, who had been fighting to create a separate homeland for the country’s ethnic Tamil minority. The United Nations said the conflict had killed between 80,000 and 100,000 people in Sri Lanka since full-scale civil war broke out in 1983. A US State Department report offered a grisly catalogue of alleged abuses, including the killing of captives or combatants seeking surrender, the abduction and in some cases murder of Tamil civilians, and dismal humanitarian conditions in camps for displaced persons. Human Rights Watch said the U.S. report should dispel any doubts that serious abuses were committed during the final months of the 26-year civil war. The report gains added significance since, during these five months, the Sri Lankan Government denied independent observers, including the media and human rights organizations, access to the war zone, and conducted a “war without witnesses.” This book traces the ongoing engagement of international lawyer Francis A. Boyle during the last years of the conflict. Boyle was among the very few addressing the international legal implications of the Sri Lankan Government’s grave and systematic violations of Tamil human rights while the conflict was taking place. This is the first book to develop an authoritative case for genocide against the Government of Sri Lanka under international law.

Many cultures accept that a person may die and then come back to life in another form, but Westerners have traditionally rejected the idea. Recently, however, surveys conducted in Europe indicate a substantial increase in the number of Europeans who believe in reincarnation, and numerous claims of reincarnation have been reported. This book examines particular cases in Europe that are suggestive of reincarnation. The first section provides a brief history of the belief in reincarnation among Europeans. The second section considers eight cases from the first third of the twentieth century that were not independently investigated, but were reported and sometimes published by the persons concerned. The third section covers 32 cases from the second half of the twentieth century that were investigated by the author. Many of these cases involved either children who exhibited unusual behavior attributed to a previous life, or adults who experienced recurrent or vivid dreams attributed to a previous life. In the fourth section, the author compares European cases suggestive of reincarnation with those of other countries and cultures.

Analyses of the Sri Lankan civil war (1983–2009) overwhelmingly represent it as an ethnonationalist contest, prolonging postcolonial arguments on the creation and dissolution of the incipient nation-state since independence in 1948. While colonial divide-and-rule policies, the rise of ethnonationalist lobbies, structural discrimination and majoritarian democracy have been established as grounds for inter-ethnic hostility, there are other significant transformative forces that remain largely unacknowledged in postcolonial analyses. This ambitious multiscalar spatial study of civil war in Sri Lanka offers an intersectional, de-ethnicised analysis of political sovereignty drawn out by the struggle for territory. Based on vital retrospective findings from the five-year postwar period, when wartime hostilities were still festering, it convincingly links ethnonationalism to postnational border politics, marketisation, militarised securitisation and illiberal democracy. This book argues that internecine conflict exposes the implicit violence within nation-state formations; mass human displacements heighten collective and individual ontological insecurity and neoliberalism makes the nation porous in unforeseen ways. Based around three themes – normative spaces, human mobilities and exilic states – it is organised into ten comprehensive, chapter-based explorations of a range of spatial units, including homes, cities, routes, camps and experiences of ruin that were irrevocably politicised by protracted conflict. Focusing on their material transformations over a thirty-seven-year period, the book explores what can be known of the war if we look beyond ethnicity to other salient, shared geographical features of this embattled history. The book uncovers how fealty to exclusionary cultures of political sovereignty aligns us with their violence, limiting our capacity for empathy, a boundary seemingly exacerbated by neoliberal opportunities. Making use of Sri Lanka as a case study to test geographic, architectural and urban methodologies for understanding violence, this book acts as a provocation to rethink current readings of the particular case study while reflecting on the more general impact of marketisation and militarisation in Asia. It will be of interest to an interdisciplinary audience, including those scholars interested in South Asian history, politics and civil war, South Asian studies, border studies, geography and architecture and urban studies.

Among the examples of civil wars, armed secessionist movements and minority uprisings in the world today, many involve conflict between a minority group’s aim for political self-determination, and the nation state’s resistance to any diminution of sovereignty. With the expansion of the international regime of human rights, minority groups have reconceptualised their struggle with the understanding that a minority which is linguistically, religiously or ethnically distinctive is entitled to self-determination if their aspirations cannot be met. This book explores the relationship between minority rights, self-determination and secession within international law, by contextualising these issues in a detailed case study of the rise of Tamil separatism in Sri Lanka. Welhengama and Pillay show how Tamil communalism hardened into secession and assess whether the Sri Lankan government has met its obligations with respect to the right to self-determination short of secession. Focusing on the legal and human rights arguments for secession by the Tamil community of the North and East of Sri Lanka, the book demonstrates how the language of international law and international human rights played a major role in the development of the arguments for secession. Through a close examination of the case of the Tamil’s secessionist movement the book presents valuable insights into why modern nation states find themselves threatened by separatist claims and bids for independence based on ethnicity.
