In his classic work, On War, Carl von Clausewitz wrote, “As we shall show, defense is a stronger form of fighting than attack.” A generation of nineteenth century officers, nurtured on the study of the experiences of Napoleon and conditioned by the wars of German unification, had little reason to accept that view. The offensive spirit swept through European armies and manifested itself in the regulations, plans, and mentality of those armiehe events of 1939, 1940, and 1941 in Poland, France, and Russia respectively again challenged Clausewitz’ claim of the superiority of the defense and prompted armies worldwide to frantically field large armored forces and develop doctrines for their use. While blitzkrieg concepts ruled supreme, it fell to that nation victimized most by those concepts to develop techniques to counter the German juggernaut. The Soviets had to temper a generation of offensive tradition in order to marshal forces and develop techniques to counter blitzkrieg. In essence, the Soviet struggle for survival against blitzkrieg proved also to be a partial test of Clausewitz’ dictum. In July 1943, after arduous months of developing defensive techniques, often at a high cost in terms of men and material, the Soviets met blitzkrieg head-on and proved that defense against it was feasible. The titanic, grinding Kursk operation validated, in part, Clausewitz’ views. But it also demonstrated that careful study of force organization and employment and application of the fruits of that study can produce either offensive or defensive victory. While on the surface the events of Kursk seemed to validate Clausewitz’ view, it is often forgotten that, at Kursk, the Soviets integrated the concept of counteroffensive into their grand defensive designs. Thus the defense itself was meaningless unless viewed against the backdrop of the renewed offensive efforts and vice versa. What Kursk did prove was that strategic, operational, and tactical defenses could counter blitzkrieg.

In this work, two senior naval historians analyze the discussions held in leading Soviet political, military, and naval circles concerning naval strategy and the decisions taken for warship-building programmes. They describe the reconstitution of the fleet under difficult conditions from the end of the Civil War up to the mid-1920s, leading to a change from classical naval strategy to a Jeune ecole model in the first two Five-Year Plans, including efforts to obtain foreign assistance in the design of warships and submarines. Their aim is to explain the reasons for the sudden change in 1935 to begin building a big ocean-going fleet. After a period of co-operation with Germany from 1939-41, the plans came to a halt when Hitler attacked the Soviet Union in 1941. Finally, this work covers the reopening of the naval planning processes in 1944 and 1945 and the discussions of the naval leadership with Stalin, the party and government officials about the direction of the new building programmes as the Cold War began.

The continued existence of the Russian defence and arms industry (OPK) was called into question following the disintegration of the Soviet Union in 1991. Industry experts cited the lack of a domestic market, endemic corruption, and excess capacity within the industry as factors underpinning its predicted demise. However, the industry’s export customers in China, India and Iran during those early years became the OPK’s saving grace. Their orders introduced hard currency back into the industry and went a long way to preventing the forecasted OPK collapse. Although pessimistic predictions continued to plague the OPK throughout the 1990s, the valuable export dollars provided the OPK the breathing space it needed to claw back its competitive advantage as an arms producer. That revival has been further underpinned by a new political commitment, various research and development initiatives, and the restoration of defence industry as a tool of Russian foreign policy. The short-term future of the Russian OPK looks promising. The rising domestic defence order is beginning to challenge the export market as the OPK’s most important customer. Meanwhile, exports will be safeguarded by continued foreign demand for niche Russian defence products. Although the long-term future of the OPK is more difficult to predict, Russia’s solid research and development foundation and successful international joint military ventures suggest that the current thriving trend in exports is likely to continue. Russia represents the next generation of affordable and rugged military equipment for the arsenals of the developing world. Coupled with Russia’s growing ability to rearm itself through higher oil prices and a more streamlined defence industry, the future of the OPK looks bright.
