Excerpt from Solid Waste Management and Resource Recovery Technical Assistance Handbook On June 30, 1976, the Florida Environmental Regulation Commission adopted Chapter 17 - 7 Part II, Florida Administrative Code, which became a rule of the Department of Environmental Regulation. The rule is required by Chapter Florida Statutes, enacted by the State Legislature, June, 1974. The Department Rule is the State Resource Recovery and Management Program. It contains guidelines for, and responsibilities of, local governments to implement their own local resource recovery and management programs. Such programs are to provide for the orderly storage, collection, transportation, separation, processing, recovery, recycling, and disposal of solid waste.
