This volume contains the papers presented at the Second International Work ing Conference on Dependable Computing for Critical Applications, sponsored by IFIP Working Group lOA and held in Tucson, Arizona on February 18-20, 1991. In keeping with the first such conference on this topic, which took place at the University of California, Santa Barbara in 1989, this meeting was like wise concerned with an important basic question: Can we rely on Computers? In more precise terms, it addressed various aspects of computer system de pendability, a broad concept defined as th'e trustworthiness of computer service such that reliance can justifiably be placed on this service. Given that this term includes attributes such as reliability, availability, safety, and security, it is our hope that these papers will contribute to further integration of these ideas in the context of critical applications. The program consisted of 20 papers and three panel sessions. The papers were selected from a total of 61 submissions at a November 1990 meeting of the Program Committee in Ann Arbor, Michigan. We were very fortunate to have a broad spectrum of interests represented, with papers in the final program coming from seven different countries, representing work at universities, corporations, and government agencies. The process was greatly facilitated by the diligent work of the Program Committee and the quality of reviews provided by outside referees. In addition to the paper presentations, there were three panel sessions or ganized to examine particular topics in detail.

This special issue of the European Journal of Cognitive Psychology focuses on spatial congruency effects. The dominant view that has emerged after 50 years of research on this topic is that an automatic route processes task-irrelevant spatial information, while another, controlled, route supports rule-based response activation. However, in line with recent literature, this issue reports studies that show that what has been considered automatic, is in fact subject to various control processes. Consequently, in order to account successfully for congruency effects, dual-route models should be adapted so that they can account for between- and within-trial modulation of congruency effects. On the other hand, these studies also show that the relationships between stimulus and response representations that give rise to congruency effects are far more complex than considered so far. Therefore, integrative models for (spatial) congruency effects must indicate when (and how) a response will be activated on the basis of irrelevant stimulus information. The present set of papers not only addresses these issues and outlines possible starting points for future research, but also extends beyond spatial congruency to domains such as task-switching, conflict monitoring, priming, attention, dual-tasking and number processing. Most importantly, this special issue explicitly demonstrates the significance of congruency effects for the study of cognitive control in general.

Historically, cognitive sciences have considered selective attention and working memory as largely separated cognitive functions. That is, selective attention as a concept is typically reserved for the processes that allow for the prioritization of specific sensory input, while working memory entails more central structures for maintaining (and operating on) temporary mental representations. However, over the last decades various observations have been reported that question such sharp distinction. Most importantly, information stored in working memory has been shown to modulate selective attention processing – and vice versa. At the theoretical level, these observations are paralleled by an increasingly dominant focus on working memory as (involving) the attended part of long-term memory, with some positions considering that working memory is equivalent to selective attention turned to long-term memory representations – or internal selective attention. This questions the existence of working memory as a dedicated cognitive function and raises the need for integrative accounts of working memory and attention. The next step will be to explore the precise implications of attentional accounts of WM for the understanding of specific aspects and characteristics of WM, such as serial order processing, its modality-specificity, its capacity limitations, its relation with executive functions, as well as the nature of attentional mechanisms involved. This research topic in Frontiers in Human Neuroscience aims at bringing together the latest insights and findings about the interplay between working memory and selective attention.
