Security Sector Reform (SSR) is increasingly becoming a cornerstone in international security and development cooperation. Indeed, the concept has often been seen as a panacea for many of the biggest threats to the world such as failed states, terrorism and poverty. In particular, this book focuses on the complexities of implementation of SSR across the globe and the actual and potential role for the European Union (EU) to play in SSR. As suggested in the title of the book, this involves not only opportunities, but challenges to be overcome as well. There are three core themes to this book: Policy, Policies and Practice. By presenting the themes in this particular order a greater appreciation of the influences on the process of SSR, from conception to implementation is relayed to the reader. This volume appeals to audiences interested in the EU as a global actor and the interrelationships between foreign, security, defence and development policies.

This volume reports on the success and failures in the efforts of eleven Central and East European transformation countries in the reform of their respective security sectors over the past decade. The case studies analyse and assess whether and to what extent the norms, concepts, standards and operational requirements commonly associated with the notion of security sector reform were addressed in the recent and ongoing democratization processes. Beyond the level of each individual case, it analyses which criteria have been conducive or are considered to be instrumental to the ultimate results. The book addresses practical problems of security sector reform, and aims mainly at ï providing comprehensive and detailed information on security sector reform in several Central and East European states, developing a synthesis of what happened in each individual country; ï searching for analogies and similarities that would allow for practical conlcusions on generally applicable criteria for success, and ï offering practical tools for the assessment of success and failure in SSR.

For most countries, security today is primarily measured in non-military terms and threats to security are non-military in nature. These threats include incompetent government, corruption, organized crime, insecure borders, smuggling, illegal migration, ethnic and religious conflict, and, of course, terrorism.

This book is about the relationship between societies and their security forces at times of great political and societal change. It uses the experiences of Croatia, Serbia and Montenegro to examine the control, management and reform of armed forces, police and intelligence agencies in the aftermath of conflict and authoritarianism. The book assesses the theory and practice of security sector reform programmes in the context of Europe and the Western Balkans, the relationship between security sector reform and normative international policy more generally, and the broader dynamics of post-conflict and post-authoritarian transformation. In so doing it addresses two underlying questions. First, how and in what ways does reform in the security sector interrelate with processes of domestic political and societal transformation, particularly democratisation. Second, how and in what ways do these processes relate and respond to internationally-driven efforts to promote a particular type of security sector reform as a component of wider peacebuilding and democracy promotion strategies.

Security Sector Reform (SSR) is a broad and ambitious notion that concerns establishing and improving those security relationships and architectures most commonly associated with liberal democracy. Starting from the premise that there is no universally applicable model for SSR, this volume explores the question how best to evaluate SSR in European context and analyses the conditions for determining and confirming criteria of success in this regard. The systematic gathering, analysing and evaluating of international expertise in democratic control, management and reform of the security sector is one of the main functions of the Geneva Centre of the Democratic Control of Armed Forces (DCAF).

The persistent gap between theory and practice in SSR can be a source of much irritation and disappointment at failures to implement SSR norms as well as in response to concepts and strategies that seem unhelpfully far removed from local realities. This paper compares ideal-case SSR environments with real-life conditions of implementing SSR. Through offering suggestions for better practice in SSR implementation, it shows that the art of applied SSR can be learned.

It examines the policies of the major donors and the major institutions, in particular the European Bank for Reconstruction and Development as the first post-Cold War international organization. It also suggests how assistance programmes have implications for a regional security as leaders of the United States and the European twelve especially try to redesign European àrchitecture' to fit the needs of post-Cold War Europe.
