Despite its image as an epicenter of progressive social policy, New York City continues to have one of the nation's most segregated school systems. Tracing the quest for integration in education from the mid-1950s to the present, The Battle Nearer to Home follows the tireless efforts by educational activists to dismantle the deep racial and socioeconomic inequalities that segregation reinforces. Surveying the two centuries that preceded Jim Crow’s demise, Race and Education in New Orleans traces the course of the city’s education system from the colonial period to the start of school desegregation in 1960. This timely historical analysis reveals that public schools in New Orleans both suffered from and maintained the racial stratification that characterized urban areas for much of the twentieth century. Walter C. Stern begins his account with the mid-eighteenth-century kidnapping and enslavement of Marie Justine Sirnir, who eventually secured her freedom and played a major role in the development of free black education in the Crescent City. As Sirnir’s story and legacy illustrate, schools such as the one she envisioned were central to the black antebellum understanding of race, citizenship, and urban development. Black communities fought tirelessly to gain better access to education, which gave rise to new strategies by white civilians and officials who worked to maintain and strengthen the racial status quo, even as they conceded to demands from the black community for expanded educational opportunities. The friction between black and white New Orleanians continued throughout the nineteenth century and well into the twentieth, when conflicts over land and resources sharply intensified. Stern argues that the post-Reconstruction reorganization of the city into distinct black and white enclaves marked a new phase in the evolution of racial disparity: segregated schools gave rise to segregated communities, which in turn created structural inequality in housing that impeded desegregation’s capacity to promote racial justice. By taking a long view of the interplay between education, race, and urban change, Stern underscores the fluidity of race as a social construct and the extent to which the Jim Crow system evolved through a dynamic though often improvisational process. A vital and accessible history, Race and Education in New Orleans provides a comprehensive look at the ways the New Orleans school system shaped the city’s racial and urban landscapes.

A ground-breaking collaborative study merging perspectives from history, political science, and urban planning, The Separate City is a trenchant analysis of the development of the African-American community in the urban South. While similar in some respects to the racially defined ghettos of the North, the districts in which southern blacks lived from the pre-World War II era to the mid-1960s differed markedly from those of their northern counterparts. The African- American community in the South was (and to some extent still is) a physically expansive, distinct, and socially heterogeneous zone within the larger metropolis. It found itself functioning both politically and economically as a "separate city"—a city set apart from its predominantly white counterpart. Within the separate city itself, internal conflicts reflected a structural divide between an empowered black middle class and a larger group comprising the working class and the disadvantaged. Even with these conflicts, the South's new black leadership gained political control in many cities, but it could not overcome the economic forces shaping the metropolis. The persistence of a separate city admitted to the profound ineffectiveness of decades of struggle to eliminate the racial barriers with which southern urban leaders—indeed all urban America—continue to grapple today.

One of Planetizen’s Top Ten Books of 2006 "But for Birmingham," Fred Shuttleworth recalled President John F. Kennedy saying in June 1963 when he invited black leaders to meet with him, "we would not be here today." Birmingham is well known for its civil rights history, particularly for the violent white-on-black bombings that occurred there in the 1960s, resulting in the city’s nickname "Bombingham." What is less well known about Birmingham’s racial history, however, is the extent to which early city planning decisions influenced and prompted the city’s civil rights protests. The first book-length work to analyze this connection, "The Most Segregated City in America": City Planning and Civil Rights in Birmingham, 1920–1980 uncovers the impact of Birmingham’s urban planning decisions on its black communities and reveals how these decisions led directly to the civil rights movement. Spanning over sixty years, Charles E. Connerly’s study begins in the 1920s, when Birmingham used urban planning as an excuse to implement racial zoning laws, pointedly sidestepping the 1917 U.S. Supreme Court Buchanan v. Warley decision that had struck down racial zoning. The result of this obstruction was the South’s longest-standing racial zoning law, which lasted from 1926 to 1951, when it was redeclared unconstitutional by the U.S. Supreme Court. Despite the fact that African Americans constituted at least 38 percent of Birmingham’s residents, they faced drastic limitations to their freedom to choose where to live. When in the1940s they rebelled by attempting to purchase homes in off-limit areas, their efforts were labeled as a challenge to city planning, resulting in government and court interventions that became violent. More than fifty bombings ensued between 1947 and 1966, becoming nationally publicized only in 1963, when four black girls were killed in the bombing of the Sixteenth Street Baptist Church. Connerly effectively uses Birmingham’s history as an example to argue the importance of recognizing the link that exists between city planning and civil rights. His demonstration of how Birmingham’s race-based planning legacy led to the confrontations that culminated in the city’s struggle for civil rights provides a fresh lens on the history and future of urban planning, and its relation to race.
