Excerpt from Sba's Efforts to Streamline Size Standards: Hearing Before the Subcommittee on Minority Enterprise, Finance, and Urban Development of the Committee on Small Business, House of Representatives, One Hundred Third Congress, First Session, Washington, DC, May 25, 1993 To put the size standard issue in perspective, I am compelled to visit, for just a moment, the enacting statute that established the underlying policy. As some of you know, the Small Business Act of 1958, as amended, defines a small business as a concern which is independently owned and operated, and which is not dominant in its field of Operation. In addition to this criteria, sea's administra tor is authorized to establish a detailed definition of small business, using criteria such as the number of employees and the dollar volume of the business. Where the number of employees is used as one of the criteria, the statute then requires that the maximum number shall vary from industry to industry to the extent neces sary to reflect the differing characteristics of such industries and to take into proper account other relevant factors.
