If the discharge through the dam during such a season were reduced from 4750 second feet to 4250 second feet during the four months of heavy irrigation use, there would then be available for irrigation an additional supply of 500 second feet flow for 120 days, or an amount equal to the deficiency. FLOOD CONTROL AND NAVIGATION. Sacramento Valley Flood Control Project. There is now being constructed in the central and lower portions of the Sacramento Valley a large project intended to improve navigation facilities on the Sacramento and to reclaim large areas of lands from overflow by floods. This project is being carried out by co-operation between the United States and the State of California, under the general supervision of the Federal Debris Commission, a committee of three officers of the U. S. Corps of Engineers. The United States contributes to the enlargement of certain of the main channels and appurtenant structures by direct appropriation of funds by Congress; the State of California also directly contributes an equal share of the above, and in addition the State has provided for the organization under state laws of reclamation districts which include lands in the overflowed basin that will derive benefit through the works. These lands are assessed the amount of the cost of improvements under the general plan. Owing to a possible community of interest between the Iron Canyon project and the Flood Control and Navigation project by and on account of possibilities of flood control in the proposed reservoir at Iron Canyon, the following narrative and summary of conditions relative to this matter is given.
