The Women, Peace, and Security (WPS) agenda is celebrated as a landmark global framework for achieving gender equality in peace and security governance. Its power is visible in two decades of United Nations resolutions, national action plans, regional initiatives, and countless activist, academic, and philanthropic projects. Yet despite this vitality, it is haunted by failure, as a lack of political will and stubborn patriarchal resistance frustrate its promise. This book offers a groundbreaking critical account of the WPS agenda, exploring its evolution in relation to the wider politics of global governance and feminism. Paul Kirby and Laura J. Shepherd argue that WPS is not a settled, cohesive policy but a field in flux, defined and disrupted by a growing number of national, supranational, subnational, and transnational agents who in turn act on an expanding catalogue of threats, from climate change to homophobia, challenging traditional boundaries of peace and security. Kirby and Shepherd reconceptualize WPS as a “policy ecosystem,” tracing interaction and contestation around the agenda across levels from the UN Security Council to military alliances to feminist activists. Iran's continued retention of discriminatory laws stands in stark contrast to the advances Iranian women have made in other spheres since the Revolution in 1979. Leila Alikarami here aims to determine the extent to which the actions of women's rights activists have led to a significant change in their legal status. She argues that while Iranian women have not yet obtained legal equality, the gender bias of the Iranian legal system has been successfully challenged and has lost its legitimacy. More pertinently, the social context has become more prepared to accommodate legal rights for women. Highlighting the key challenges that proponents of gender equality face in the Muslim context, Alikarami attempts to ascertain the causes of Iran's failure to ratify the CEDAW and questions whether and to what extent interpretations of Islamic principles prevent Iran from doing so. Forty years have passed since the first UN-organized World Conference on Women in Mexico City in 1975. In that time, women’s rights, and later gender equality, have become firmly established as an important area of global politics and human rights. What shape have these processes taken in different parts of the world? How do global and internationally designed institutions adapt to local cultural, religious, political, and economic contexts? What are the problems and contradictions embedded in this process when viewed from a global perspective? What effects do grassroots, local, and national actors have on transnational institutions? In answering the questions, the book draws on historical and global perspectives, beginning in the 1960s, an important moment for internationalization during the Cold War, and looking to a global selection of case studies. Providing a series of “snapshots” of historical and contemporary global gender equality politics, the chapters allow for an examination of how local, national, and transnational actors have interacted in ways that affect the dissemination of gender equality institutions, both formal and informal. The case studies demonstrate the relationship between the supranational, regional, national, and sub-national or “local.” They explore the power dynamics, interactions, and mutually constituting nature of two analytic levels of organizations and actors involved in the institutionalization of gender equality–the transnational level as well as the level of activity within specific national political systems (as represented by states, grassroots organizations, and other sub-national actors). The findings reveal that the institutionalization of gender equality is dependent on national and local context, the potential for interactions between gender equality policies and other state agendas, the depth of informal institutions, and the degree to which a given state is integrated into the norms of the international system.
