Following to the approval of the third session of the Committee on Fisheries (COFI) Sub-Committee on Aquaculture (New Delhi, 2006), and the twenty-seventh session of COFI (Rome, 2007) to establish an interregional mechanism for aquaculture similar to the Coordinating Working Party on Fishery Statistics (CWP-FS), the Workshop was called to address the need for data and information coordination in aquaculture and objectives, characteristics and structure suitable for the Coordinating Working Party for Aquaculture (CWP-AS). After reviewing the data and information requirements in aquaculture and existing gaps in data collection, the necessity to harmonize standards for data, information and statistics, the relations between capture fishery and aquaculture, and structure and activities of CWP-FS, the Workshop reaffirmed the need for a mechanism to identify, establish and harmonize standards for aquaculture data, information and statistics. The Workshop recommended the establishment of the CWP-AS within the framework of the CWP-FS, but with its own terms of reference (TORs), rules of procedure and composition to reflect the specific needs of the aquaculture sector. The Workshop further developed a detailed proposal of functions and structure of such a body including TORs, composition and operational aspects which are attached as Appendix 3.

Who Speaks for the Oceans? The question has been asked a lot in recent years - just who is looking out for our oceans? Covering over seventy percent of the earth's surface it is the world's largest common property resource,jojntly owned by over six billion humans. It is the foundation for life on earth as we know it. Certainly the many governments bordering our oceans cannot agree on common principles or issues of ocean use and management. We might be tempted think that we do not have an ocean spokesperson or champion, but we would be wrong. Today, the rapidly growing number of scientists working hard to expand our under standing of our ocean realm are the ocean voices we should listen to. At the same time as our scientists advance their understanding of the oceans, we all need to advance our abilities and commitment to communicate on behalf of the oceans with broader and broader audiences who need to be aware of where things stand. Often called "the last great frontier", earth's oceans are vast, widely varied, and are hard to get to, arid into, to do the research we need done.

The existing literature on limnology and fisheries of Indian reservoirs has been reviewed by covering more than 100 reservoirs located in various parts of the country. An assessment of environment-mediated production functions of reservoirs has been attempted. Since the ecosystem processes in reservoirs belonging to different geo-climatic regions exhibit wide variations depending on meteorological, morphometric and hydro-edaphic features of the impoundments, an effort has been made to gauge the influence of these abiotic variables on the production dynamics. Authentic information on water areas under different categories of reservoirs has been collected and interpreted in respect of all the Indian States. An attempt has also been made to resolve the anomalies pertaining to classification and nomenclature to the extent possible. Various fisheries management norms followed in the reservoirs of the country including the selection of species for stocking, stocking rate and introduction of exotic species have been reviewed. Indian reservoirs have been stocked with the Indo-Gangetic carps for many decades and the impact of this stocking has been assessed in terms of fish production and the indigenous faunistic diversity.
