This report summarizes the discussions held during the forty-fourth session of the General Fisheries Commission for the Mediterranean and the eleventh session of the Committee on Administration and Finance. During the session, progress in activities related to fisheries, aquaculture, compliance and other strategic activities was reviewed. The Commission adopted 21 binding recommendations and 14 resolutions dealing with fisheries management and conservation, aquaculture, compliance, vessel monitoring and the fight against illegal, unreported and unregulated fishing as well as the GFCM 2030 Strategy for sustainable fisheries and aquaculture in the Mediterranean and the Black Sea. Moreover, the Commission reviewed issues related to its functioning and to the mandate of the GFCM Executive Secretary. Finally, the Commission adopted its programme of work for the next intersession and approved its autonomous budget for 2022 as well as a number of strategic actions to be funded through extrabudgetary resources. The Commission also renewed the GFCM Bureau as well as the mandates of the Bureaus of the Scientific Advisory Committee on Fisheries, the Scientific Advisory Committee on Aquaculture and the Working Group on the Black Sea, and endorsed the new Bureaus of the Compliance Committee and the Committee on Administration and Finance.

The Working Group on Aquaculture (WGA reviewed the decisions and recommendations of the third session of the Commission held in Doha, Qatar from 9 to 11 May 2005, and the activities of the WGA that followed. Among the activities, the experts acknowledged that progress had been made with regards to the technical arrangements that would lead to the preparation of the RECOFI Regional Aquaculture Information System (RAIS). The Asia-Pacific Fishery Commission (APFIC) was established in 1948 and has undergone various reforms since then to adapt to the changing international governance of fisheries as well as reforms in the function and resourcing of FAO’s regional fishery bodies. This gradually induced a major crisis in the commission’s ability to develop and execute a work programme for servicing its members. The 36th Session of the Asia-Pacific Fishery Commission, held in May 2021, recognized the pressing issues of financial unsustainability and FAO's declining willingness and ability to provide Regular Programme funding for commission activities. It recommended the establishment of an 'ad hoc working group on the future of APFIC' to analyse issues and explore possible options to advise the commission on its future. In a majority, the ad hoc working group recommended to support temporary suspension of the commission, in the light of questionnaire responses and the limited prospects for identifying financial resources for the activities of the commission. It prepared a draft resolution regarding suspension for consideration by the 37th session and recommended that suspension of the commission should be for a period five years. Noting that some Member Countries supported continuation, the ad hoc working group also prepared a draft resolution for continuation of the activities of the commission, should this be the decision of the 37th session. The text of this resolution incorporates specific reference to the establishment of a financial arrangement to support the work programme of the commission.
