This was due to several causes, the chief of which were the fact that it was impossible to open the canal for navigation until late in the season and after the greater portion of the grain stored during the winter had been moved to the markets over other routes; the transference of the bus iness of several of the stone companies between Chicago and Look port to the Sanitary canal; and the lack of confidence on the part of shippers in the continued maintenance of the canal, caused by the difficulties which stood in the way of your commissioners and which were patent to everybody. This falling off in receipts has been partly compensated for by a considerable increase in revenue from water power rental which will be still further increased during the coming year. Referring to the suit brought by your commissioners against the Sanitary District Of Chicago to compel the specific performance of its contract to operate the Bridgeport pumping works, and the Opinion and decision of the Hon. Edward F. Dunne, appended to and set out at length after our annual report for the year 1900, we submit the following statement.
