This book examines Australia's immigration programme with particular emphasis on refugees. It is based on papers presented at the seminar on "Australia's Immigration Responsibilities" (Melbourne, February 1979) The aim of the editors is to clarify differences of attitude in Australia towards immigration, and indicate ethical and sociological premises upon which the differences are based. The book is divided into three sections: the first is based on the seminar discussions; the second further develops the issues raised in the first section; and the third deals with background issues, and the views of the Government and the Opposition on policy implications. The specific chapters dealing with refugees include: "Australia's Immigration Policy and Refugees", "Family Reunion and the Refugees Crisis", "Family Reunion and Refugees" and "Population, Immigration and the Domestic Market, and Indochinese Refugees". The editors conclude that, considering the current unemployment situation and the absence of proper manpower programmes, there is no good case for recruiting immigrants to fill alleged gaps in the workforce. They also conclude that the system of selection of immigrants does not meet effectively any of the varying priorities. They recommend, for strong humanitarian reasons, giving priority to refugees and family reunion cases; and, in addition, discontinuing the arrangement whereby New Zealand citizens have a free right of entry and settlement.

In 1961, the U.S. government established the first formalized provisions for intercountry adoption just as it was expanding America's involvement with Vietnam. Adoption became an increasingly important portal of entry into American society for Vietnamese and Amerasian children, raising questions about the United States' obligations to refugees and the nature of the family during an era of heightened anxiety about U.S. global interventions. Whether adopting or favoring the migration of multiracial individuals, Americans believed their norms and material comforts would salve the wounds of a divisive war. However, Vietnamese migrants challenged these efforts of reconciliation. As Allison Varzally details in this book, a desire to redeem defeat in Vietnam, faith in the nuclear family, and commitment to capitalism guided American efforts on behalf of Vietnamese youths. By tracing the stories of Vietnamese migrants, however, Varzally reveals that while many had accepted separations as a painful strategy for survival in the midst of war, most sought, and some eventually found, reunion with their kin. This book makes clear the role of adult adoptees in Vietnamese and American debates about the forms, privileges, and duties of families, and places Vietnamese children at the center of American and Vietnamese efforts to assign responsibility and find peace in the aftermath of conflict.

If you listen to some politicians and voices in the media, you might well believe that asylum seekers are ‘illegal’. You might think that they should wait their turn in the so-called ‘queue’. You might think that they pose a potential threat to our national security, and that the government is right to keep them from our shores. Or you might take a humanitarian stance, believing that drastic border protection policies, though harsh in effect, are necessary to deter asylum seekers from endangering their lives on risky boat journeys to Australia. However logical these conclusions might seem, the problem is that they are based on widespread misunderstandings about why and how people seek asylum, and what Australia’s international legal obligations are. This book rejects spin and panic to provide a straightforward and balanced account of Australia’s asylum policies in light of international law. Written for a general audience, it explains who asylum seekers and refugees are, what the law is, and what policies like offshore processing, mandatory detention, and turning back boats mean in practice. Using real-life examples, this book reminds us of the human impact of Australia’s policies.

This book brings together in a systematic manner three discrete areas of interest pertaining to refugees. Asylum is explored through studies on the evolution of legal instruments in Europe, the harmonisation process of European policies, and the broader spectrum of factors underpinning decisions on asylum. Reception and settlement of refugees are analysed through a comparative study of national programmes in France and Britain and in addition a survey of local authority policies. A typology for refugees is developed and tested by a comparison between Chilean and Vietnamese associations in France and Britain.

Do writings about ethnicity, class and gender form a 'holy trinity' or challenge previous unidimensional analyses? Intersexions accepts the triple perspective but goes further. One aim is to understand the processes by which relations of power are maintained, reproduced and resisted. Intersexions also examines modes of representation: within social theory, feminism, development theory and discussions of capitalism and postcolonialism, as well as dominant ideological notions of caste, domesticity and 'success'. The writers' approaches are all critical but concerned also with providing alternatives. Comparative and specific analyses are combined, attention is paid to the written and spoken material of the people 'represented' and their own positions as commentators examined. Topics range from discussions of family ideology and paid and domestic work, to analyses of writings by Aboriginals, Vanuatuans and second generation Greek Australians and critiques of the cultural construction of gender and ethnicity in Bangladesh, India and Indonesia. Themes recur and overlap. Unitary categories are questioned and the processes by which relations described as 'class', 'ethnic', 'cultural' and 'gender' intersect and interact are demonstrated.
