This Command Paper sets out the Government's vision and policies for the railways. Applying to England and Wales, the Government seeks to work with the rail industry and others to secure significant reductions in the railway's cost base, while at the same time improving the railway for passengers and freight customers. The Government sees railway reform as delivering four objectives: (1) Securing value for the passenger and addressing concerns about rail fares; (2) Dealing with the fiscal deficit; (3) Supporting economic growth, through continued taxpayer investment for passengers and freight; (4) Delivering environmental goals, by reducing carbon emissions. The Command Paper also considers the finding and recommendations set out in Sir Roy McNulty's independent "Realising the Potential of GB Rail: Report of the Rail Value for Money Study" (available from the DfT here - http://www.dft.gov.uk/publications/realising-the-potential-of-gb-rail/). The publication is divided into six chapters: Chapter 1: Introduction; Chapter 2: A better deal for passengers; Chapter 3: A more strategic role for Government; Chapter 4: A more efficient industry; Chapter 5: Better information; Chapter 6: Implementing rail reform.

Revitalizing railways as a major sustainable transport mode in modern societies faces many issues and challenges. This in-depth overview places the importance of railways in the wider context of comprehensive sustainability, which encompasses sustainable development, social and economic equity and community livability. Some scholars have described the 21st century as a period of renaissance for railways and suggest this transport mode can fulfil people's desire for high mobility with low negative environmental, social, economic and financial impacts. In light of these new expectations for railways, in both passenger and freight transport worldwide, this book offers the latest research insights on the renewed interest about railway expansions and their wide-ranging environmental, socio-economic and even political implications.

The Transport Committee welcomes record investment committed to the 'classic' rail network but calls for greater regional balance in spending. Network Rail must also regain the confidence of passengers following recent disruption. The Committee calls for the Government to take responsibility for rolling stock, to address general shortages and ensure there will be sufficient trains to run on newly-electrified lines. The Committee also concluded: (i) Record levels of funding show a welcome commitment to ’classic' rail but this should be set in a longer-term strategic plan for the rail network, which ties into a wider transport strategy; (ii) The overrunning Christmas engineering works were unacceptable; (iii) Network Rail must have adequate contingency plans. They must also work with Passenger Focus and train operating companies to improve communication with passengers when engineering works fail; (iv) In the light of the change of status of Network Rail the ORR must reconsider whether fining a public sector body remains an effective means for the regulator to exert control; (v) Greater transparency is essential around rail spending. Criteria used to allocate spending should be published.

Planning in a Failing State

Planning in a Failing State
Author: Olivier Sykes
Publisher: Policy Press

Release: 2023-11-23
Genre: City planning
ISBN: 1447365046

This topical, edited collection analyses the state of the planning system in England and offers a robust, evidence-based review of over a decade of change since the Conservative-led coalition government came to power. With a critique of ongoing planning reforms by the UK government, the book argues that the planning system is often blamed for a range of issues caused by ineffective policy making by government. Including chapters on housing, localism, design, zoning and the consequences of Brexit for environmental planning, the contributors unpick a complicated set of recent reforms and counter the claims of the think-tank-led assault on democratic planning.
