C Forty-fifth - To the Adjutant-General, the additional sum of fifteen hundred dollars, for the preparation, printing and binding of the records of the services of the Illinois soldiers in the Mexican and Black Hawk wars, to be paid out of any money in the State treasury not otherwise appropriated, on the warrant of the Auditor of Public Accounts, drawn on vouchers of the Adjutant-General, approved by the Governor: Provided, that no part of this appropriation shall be paid for paper, which shall be furnished by the Secretary of State, out of paper obtained for the State under contract, of quality to be selected by the Governor.
