In this contentious and ground-breaking study, the author draws on extensive archival research to provide a new account of the transforamtion of the United Kingdom into a multicultural society through an analysis of the evolution of immigration and citizenship policy since 1945. Against the prevailing academic orthodoxy, he argues that British immigration policy was not racist but both rational and liberal. - ;In this ground-breaking book, the author draws extensively on archival material and theortical advances in the social science literature. Citizenship and Immigration in Post-war Britain examines the transformation since 1945 of the UK from a homogeneous into a multicultural society. Rejecting a dominant strain of sociological and historical inquiry emphasizing state racism, Hansen argues that politicians and civil servants were overall liberal relative to the public, to which they owed their office, and that they pursued policies that were rational for any liberal democratic politician. He explains the trajectory of British migration and nationality policy - its exceptional liberality in the 1950s, its restrictiveness after then, and its tortured and seemingly racist definition of citizenship. The combined effect of a 1948 imperial definition of citizenship (adopted independently of immigration), and a primary commitment to migration from the Old Dominions, locked British politicians into a series of policy choices resulting in a migration and nationality regime that was not racist in intention, but was racist in effect. In the context of a liberal elite and an illiberal public, Britain's current restrictive migration policies result not from the faling of its policy-makers but from those of its institutions. -

Is Australia a 'racist' country? Why do issues of race and culture seem to ignite public debate so readily? Tim Soutphommasane, Australia's Race Discrimination Commissioner, reflects on the national experience of racism and the progress that has been made since the introduction of the Racial Discrimination Act in 1975. As the first federal human rights and discrimination legislation, the Act was a landmark demonstration of Australia's commitment to eliminating racism. Published to coincide with the Act's fortieth anniversary, this book gives a timely and incisive account of the history of racism, the limits of free speech, the dimensions of bigotry and the role of legislation in our society's response to discrimination. With contributions by Maxine Beneba Clarke, Bindi Cole Chocka, Benjamin Law, Alice Pung and Christos Tsiolkas.

This book examines the emergence of modern working-class youth culture through the perspective of an urban history of post-war Britain, with a particular focus on the influence of young people and their culture on Britain’s self-image as a country emerging from the constraints of its post-Victorian, imperial past. Each section of the book – Society, City, Pop, and Space – considers in detail the ways in which working-class youth culture corresponded with a fast-changing metropolitan and urban society in the years following the decline of the British Empire. Was teenage culture rooted in the urban experience and the transformation of working-class neighbourhoods? Did youth subcultures emerge simply as a reaction to Britain's changing racial demographic? To what extent did leisure venues and institutions function as laboratories for a developing British pop culture, which ultimately helped Britain re-establish its prominence on the world stage? These questions and more are answered in this book.

The universal feeling that discrimination and intolerance based on race. religion or beliefs have to be confronted by the international community led to the adoption, half a century ago, of the international convention to which this book is devoted, one of the most ratified treaties. The book comments on the contents of the Convention and its impact on anti-racist and anti-bias legislation and jurisprudence, as well as its influence on, and applicability to other international texts. In an Introduction to this reprint, the author updates the status of the Convention, summarizes the work of CERD, the implementation body of the Convention, and discusses its relevance to general human rights, particularly the area of religious intolerance, and some difficult issues such as the possible clash with other fundamental freedoms.

Mutual understanding and acceptance is perhaps the main challenge of modern society. Diversity is undoubtedly an asset, but cohabiting with people of different backgrounds and ideals calls for a new ethic of responsible intercultural relations, in Europe and in the World. This book tries to answer a series of pertinent and poignant questions arising from these issues, such as whether it is still possible to criticise ideas when this may be considered hurtful to certain religious feelings; whether society is hostage to the excessive sensitivity of certain individuals; or what legal responses there may be to these phenomena, and whether criminal law is the only answer.
