Achieving the goals and objectives of sustainable development requires better information about the consequences of proposed actions. Partial information accounts for many failed efforts in the past. The financial implications for the proponent of the projects have often been more thoroughly analyzed than the implications for other actors. The impacts on biological diversity, or on the social fabric of local communities, have often been ignored. Decisi- makers may also focus more on the short-term consequences instead of long- term impacts, creating negative unintended consequences. It is clear that better decision-making processes are needed. Making better decisions requires identifying, obtaining, synthesizing and acting on larger and more diverse data sets, including information that has previously been overlooked in development decisions. The good news is that better processes are being developed and are becoming available. If the goal is to reach decisions that are broadly understood and accepted, affected communities need to be consulted. Early public participation in defining problems is a prerequisite to effective decision-making. There is no universal formula or checklist of information applicable to every proposed project. The scope of information required should not be determined from the start by small cadres of experts. It is unlikely that any individual or small group processes all of the expertise to achieve the kind of profound int- disciplinary synthesis that is needed.

This book presents specialised methods and tools built on classical LCA. Industrial ecology (IE) is a rapidly growing scienti?c discipline that is concerned with the sustainability of industrial systems under explicit consideration of its int- dependence with natural systems. In recent years, there has been an ever-increasing awareness about the applicability of Input-Output Analysis (IOA) to IE, in particular to LCA (life cycle assessment) and MFA (material ?ow analysis). This is witnessed in the growing number of papers at ISIE (International Society for Industrial Ec- ogy) conferences, which use IOA, and also by the installment of subject editors on IOA in the International Journal of Life Cycle Assessment. It can be said that IE has become a major ?eld of application for IOA. The broadening of users of IOA from various backgrounds implies a need for a self-contained textbook on IOA that can meet the needs of students and practitioners without compromising on basic c- cepts and the latest developments. This book was written with the aim of ?lling this need, and is primarily addressed to students and practitioners of IE. Since the industrial revolution, progress has meant an increase in labour productivity. Factor Four describes a new form of progress, resource productivity, a form which meets the overriding imperative for the future (sustainability). It shows how at least four times as much wealth can be extracted from the resources we use. As the authors put it, the book is about doing more with less, but this is not the same as doing less, doing worse or doing without. In 1972, the Club of Rome published Limits to Growth, which sent shock waves around the world by arguing that we were rapidly running out of essential resources. This Report to the Club of Rome offers a solution. It lies in using resources more efficiently, in ways which can already be achieved, not at a cost, but at a profit. The book contains a wealth of examples of revolutionizing productivity, in the use of energy; from hypercars to low-energy beef; materials, from sub-surface drip irrigation to electronic books, transport, video conferencing to CyberTran, and demonstrating how much more could be generated from much less today. It explains how markets can be organized and taxes re-based to eliminate perverse incentives and reward efficiency, so wealth can grow while consumption does not. The benefits are enormous: profits will increase, pollution and waste will decrease and the quality of life will improve. Moreover, the benefits will be shared: progress will no longer depend on making ever fewer people more productive. Instead, more people and fewer resources can be employed. While for many developing countries the efficiency revolution may offer the only realistic chance of prosperity within a reasonable time span. The practical promise held out in this book is huge, but the authors show how it is up to each of us, as well as to businesses and governments, to make it happen.
