A sound education sector is fundamental for the economic, social, and political transformation of the Democratic Republic of Congo (DRC). The DRC has achieved significant progress in its education sector over the last decade, demonstrating strong resilience following a particularly violent period in its history. The DRC's development trajectory will depend on its ability to reap the benefits of it resource-rich territory, which will require large investments in human capital to transition to an economy based on improved productivity, innovation, and technology. The DRC's population has a very large youth cohort and reaping the benefits of the demographic dividend requires ensuring that sufficient funding is allocated to address priority issues at all levels of education. The three tenets of education investments can be summarized as follows: invest early, invest smartly, and invest for all. This report is organized into following sections: section one gives introduction, section two discusses the country context in terms of demographic dividends and available fiscal space for increasing social sector demand. Section three provides an overview of the education sector context including a chronological order of education sector policies, goals, priorities, and structure. Section four analyzes key indicators of education sector performance. Section five analyzes education sector financing including budget framework and process, the key actors, sources of funding, trends of public expenditure, budget allocation and execution, equity, affordability, and unit cost analyses. Section six examines education sector management issues focusing on efficiency and effectiveness of resources utilization. Section seven presents summary of main findings and policy recommendations. The annex section is divided into four segments including a methodological note, supporting tables, figures, and boxes for the sections. The Democratic Republic of Congo (DRC) faces immense challenges in delivering education services to all children of school age in the country, let alone ensuring that those adults who were deprived of an education have the opportunity to remedy that loss. Dictatorship, economic decline, more than a decade{u2019}s civil war and endemic corruption have unsurprisingly left an education system that is catastrophically failing the nation{u2019}s children, with consequences for the national economy as well as for the individuals concerned. To overcome this educational deficit, a massive increase in the education budget will be necessary to pay for the expansion of teacher training, the development and distribution of teaching materials including books, the construction of new schools and the improvement of the conditions of work for teachers, especially those in remote areas of the country. But the findings of the report on which this paper is based (Effective Delivery of Public Education Services) suggest that the government must even more importantly act to ensure that additional funds will be correctly spent.

The Democratic Republic of Congo faces the challenge of providing universal primary education and expanding opportunities for post-secondary education and training for its youth, ages 12 to 24. This study analyzes the current educational attainment and school enrollment status of youth, as well as the formal and informal post-secondary educational and training opportunities available to them. The study uses the results of a simulation model that incorporates enrollment in alternative education programs and considers alternative scenarios for developing the post-primary sector. Each scenario is evaluated for the impact on the human capital accumulation of young people and the sustainability of public expenditures. The report offers policy options for rapidly raising the educational attainment of young people who will be entering the labor force in the next two decades, including expanding opportunities for alternative education and training for out-of-school children, the extension of primary education, and the reorganization of secondary and technical/vocational training to reduce early specialization.

This paper examines the Democratic Republic of the Congo’s Request for a Three-Year Arrangement Under the Poverty Reduction and Growth Facility (PRGF) and for the First Annual Program. The authorities requested a three-year PRGF arrangement in support of their program covering April 1, 2002–July 31, 2005, in an amount equivalent to SDR 580 million. The authorities have also steadfastly implemented a Staff-Monitored Program covering June 2001–March 2002, aiming principally at stabilizing the economic situation, and laying the foundation for the restoration of growth and reconstruction.

A sufficient number of education public expenditure reviews, quantitative service delivery surveys, and public expenditure tracking surveys had recently been completed for East and South African countries toexplore several questions. i) What topics did the PERs address?; ii) Could a comparative, regional database be created for the variables reviewed? iii) Were the data analyses appropriate, given the issues identified and the quality of the data?; iv) What did these analyses find?; v) Which were especially strong PERs and why?; vi) What did the assessment of these PERs imply about standards for good PERs that can guide practitioners?; vii) Were the findings of PERs used in policy dialogue with Governments?; viii) Are the Bank's taskteams using PER findings to shape the preparation of education projects? The conceptual framework for assessing the content coverage and analytic quality of PERs, QSDS, and PETS was based on the theoretical frameworks that underlie. The sample of PERs, PETS, and QSDS evaluated consisted of those recently completed forthe education sectors of Ethiopia, Kenya, Madagascar, Malawi, Mauritius, Seychelles, Sudan, Zambia, and Zimbabwe. All were published between 2013 and 2016. Methods were developed to assess two basic questions: the document's content coverageand the quality of its data analysis. The methods used by the MFM and GGP PER stocktakingteam provided some guidance. Content analysis of each document was used to assess its content coverage, with thecontent analysis coding sheet being developed inductively from an analysis of a smallsample of PERs and modified as the coding proceeded. The final sheet had 11 domains, such as allocative and technical efficiency or equity of financing. PERs addressed multiple aspects of most domains, resulting in a total of 54 variables. Since the coding sheets were developed inductively, they could not show which domains were not covered by any ofthe PERs for any of the countries. The intent was to map the topics that PERs actually covered in order to determine two things: i) Whether topics fundamental to a PER--e.g., the equity of financing--were omitted or under-addressed; ii) Whether the PER's choices explicitly signaled an understanding ofthe theoretical context for PERs; The content coverage of the documents was evaluated in five ways: (i) Did the PERsassess all or only alimited set ofsub-sectors?; (ii) Did PERs all measure any core variables in the same way so that acomparative database couldbe created? (iii) What was the depth of coverage by country? This reveals the comprehensiveness and depth of coverage by country; (iv) What was the depth of coverage by domain? This reveals comprehensive versus skimpy coverage by domain; (v) What variables are not assessed or are underassessed? Chapters second and third present the main findings of the review of the East/South Africa PERs. Chapter second assesses coverage commonality, depth, omitted variables, and under-covered variables. Chapter third assesses data sources, data quality, the statistical methods used by the PERs, and the quality of their analyses. Chapter fourth focuses on the lessons learned from this review for improving the quality of education PERs. Chapter fifth highlights challenges that PER teams often face. Chapter sixth concludes with recommendations.
