Small boat surveys were conducted to estimate marine bird and sea otter populations in Prince William Sound, Alaska during March and July 2007, using methods developed in 1989-1991. Biologists examined trends of marine birds in the oiled and unoiled areas of the sound from 1989-2007. Data indicated that most taxa for which injury was previously demonstrated were not recovering. During winter three taxa had increasing population trends, while fourteen taxa did not exhibit any trend toward recovery. During summer three taxa showed trends consistent with a recovering population, and fifteen taxa showed no trend toward recovery. Densities of sea otters in March and July surveys showed no trend toward recovery. The study focused on seabirds, but also included other birds and various marine mammals.

The Bering Sea, which lies between the United States and Russia, is one of the most productive ecosystems in the world and has prolific fishing grounds. Yet there have been significant unexplained population fluctuations in marine mammals and birds in the region. The book examines the Bering Sea ecosystem's dynamics and the relationship between man and the ecosystem, in order to identify potential reasons for the population fluctuations as well as identify ways the Sea's living resources can be better managed by government.
