Con la entrada en vigor el 10 de febrero de 1996 de la Ley de Prevención de Riesgos Laborales (LPRL) se crea un marco normativo y jurídico sobre la protección de la seguridad y salud de los trabajadores/as que obliga al empresario/a a velar porque se cumplan unos mínimos necesarios que la garanticen.
