Although congressional investigations have provided some of the most dramatic moments in American political history, they have often been dismissed as mere political theater. But these investigations are far more than grandstanding. Investigating the President shows that congressional investigations are a powerful tool for members of Congress to counter presidential aggrandizement. By shining a light on alleged executive wrongdoing, investigations can exert significant pressure on the president and materially affect policy outcomes. Douglas Kriner and Eric Schickler construct the most comprehensive overview of congressional investigative oversight to date, analyzing nearly thirteen thousand days of hearings, spanning more than a century, from 1898 through 2014. The authors examine the forces driving investigative power over time and across chambers, identify how hearings might influence the president's strategic calculations through the erosion of the president’s public approval rating, and uncover the pathways through which investigations have shaped public policy. In this highly innovative book Robert Fine compares three great studies of modern political life: Hegel's Elements of the Philosophy of Right, Marx's Capital and Hannah Arendt's Origins of Totalitarianism, and argues that they are all profoundly radical texts, which jointly contribute to our understanding of the modern world. Fine maintains that these works are far more revealing when read together than in opposition, and draws a direct parallel between Hegel’s critique of social forms of right and Marx’s critique of social forms of value. Fine shows how fruitfully their work can and should be combined. Hannah Arendt was in turn critical of what she saw as the historicism of both Hegel and Marx, but Fine argues that her study of the origins of totalitarianism directly picks up on their insights into the modern potential for fanaticism and destructiveness. Arendt never disavowed any of the nineteenth century thinkers who prefigured the catastrophes to come, but Fine shows her indebtedness to Hegel and Marx. Militant Acts presents a broad history of the concept and practice of investigations in radical political struggles from the nineteenth century to the present. Radicals launched investigations into the conditions and struggles of the oppressed and exploited to stimulate their political mobilization and organization. In The Politics of Decolonial Investigations Walter D. Mignolo provides a sweeping examination of how coloniality has operated around the world in its myriad forms from the sixteenth century to the twenty-first. Decolonial border thinking allows Mignolo to outline how the combination of the self-fashioned narratives of Western civilization and the hegemony of Eurocentric thought served to eradicate all knowledges in non-European languages and praxes of living and being. Mignolo also traces the geopolitical origins of racialized and gendered classifications, modernity, globalization, and cosmopolitanism, placing them all within the framework of coloniality. Drawing on the work of theorists and decolonial practitioners from the Global South and the Global East, Mignolo shows how coloniality has provoked the emergence of decolonial politics initiated by delinking from all forms of Western knowledge and subjectivities. Unlike other critiques of the scientific literature on racial difference, The Science and Politics of Racial Research argues that there has been no scientific purpose or value to the study of innate differences in ability between groups. William Tucker shows how, for more than a century, scientific investigations of supposedly innate differences in ability between races have been used to rationalize social and political inequality as the unavoidable consequence of natural differences. Tucker structures his work chronologically, with each chapter describing how research on genetic difference was used in a particular era to support a particular political agenda. He begins with the use of science to support slavery in the mid-nineteenth century and ends with the effects of Jensenism in the 1970s. Highlights include one chapter describing a little-known but concerted attempt by a group of scientists to overturn the Brown v. Board of Education decision on the basis of "expert testimony" about racial differences, and another that presents a review of the eugenics movement in the twentieth century. The author also considers how to balance the rights and responsibilities of scientists, concluding that one generally neglected method is to strengthen the rights of research subjects.
