Se hace un repaso a las características de las personas innovadoras, las competencias básicas que conviene reunir, asícomo la forma de desarrollar dichas competencias. Dado que el proceso de innovación es básicamente en equipo, también habrá que definirlas características de dichos equipos y el tipo de liderazgo más adecuado para los equipos de innovación. Todo ello desde una premisa inicial, cual es la propia cultura innovadora de la organización, y que servirá de base para todo lo anterior .Un tema que suele pasar desapercibido es el referente a la recompensa de las personas yequipos de innovación. También este apartado hay que incluirlo, ya que nos referimos a la innovación enfocada a las personas.
