The purpose of this study was to explore the support and services available to foster parents from government-run services and to examine attitudes resulting from the contact they have with county social workers and the services they received from them. The foster parent's suggestions and/or responses allowed this study to uncover frequent themes that lead to a theory of their perceptions, and served to add knowledge and make changes in social work practice at the micro and/or macro levels of human organization. This study was conducted with 15 foster parents that provide foster care for the agency, Community Access Network (C.A.N.) located in the city of Corona, California.

In the 1930s, buoyed by the potential of the New Deal, child welfare reformers hoped to formalize and modernize their methods, partly through professional casework but more importantly through the loving care of temporary, substitute families. Today, however, the foster care system is widely criticized for failing the children and families it is intended to help. How did a vision of dignified services become virtually synonymous with the breakup of poor families and a disparaged form of "welfare" that stigmatizes the women who provide it, the children who receive it, and their families? Tracing the evolution of the modern American foster care system from its inception in the 1930s through the 1970s, Catherine Rymph argues that deeply gendered, domestic ideals, implicit assumptions about the relative value of poor children, and the complex public/private nature of American welfare provision fueled the cultural resistance to funding maternal and parental care. What emerged was a system of public social provision that was actually subsidized by foster families themselves, most of whom were concentrated toward the socioeconomic lower half, much like the children they served. Analyzing the ideas, debates, and policies surrounding foster care and foster parents' relationship to public welfare, Rymph reveals the framework for the building of the foster care system and draws out its implications for today's child support networks.

This dissertation addresses gaps in the child welfare literature from a systemic perspective. The extant literature focuses primarily on children in care, which excludes 90% of children and families involved with the system. In addition, foster parent retention has become an area of primary concern because there are fewer individuals who are willing to foster. Research that examines all children involved with the child welfare system and ways to improve foster parent experiences is imperative to address these areas of need. The two studies herein address these gaps in the literature by examining children who are in contact with the child welfare system but largely remain out of care, children who are in care, and foster caregivers. The first study compared two groups of children in the Ontario child welfare system: those who remain with their natural family and those in out-of-home care. The emotional and behavioural functioning, prosocial behaviour, education, health, and resources (internal and external) of these two groups of children were examined and relatively few significant differences were identified. However, it was found that, despite having comparable mental health and educational functioning, children who remained in their natural homes had significantly fewer external resources than children in out-of-home care. Children in out-of-home care may have increased access to community resources despite having similar needs to children who remain in their natural home environments. Additional research is needed to replicate and better understand these findings so that the child welfare system can best meet the needs of its children. The second study examined how foster child characteristics, as well as other foster parent and agency factors, impact Canadian foster parents' experience of fostering, particularly related to agency workers, the fostering system, training, and foster children and their placements. Results identified that foster children's needs and maltreatment histories, as reported by foster parents, were not significantly associated with perceptions about fostering. The factors that were the most highly associated with positive perceptions about fostering were increased practical and emotional support. These findings indicate that child welfare agencies can improve foster parents perceptions about fostering by providing sufficient practical and emotional support. A monitoring system that allows foster parents to provide regular feedback would be beneficial in continuing to evaluate their fostering experiences, assess the impact of interventions targeting foster parent support, and address any areas of concern. As a whole, the results of this dissertation highlight the importance of providing both children and foster parents in the child welfare system with appropriate supports that promote positive child functioning and foster parent experiences.

Abstract: The purpose of this study was to examine perceptions of foster parents regarding the effectiveness of the current model of foster care visitation in reducing trauma in foster children in an agency located in Orange County, California. This study used a descriptive, qualitative interview design to obtain in-depth information from twelve current or former foster parents' on their perceptions of foster care visitation procedures. Data was obtained through audio-taping participants and the use of an interview guide containing open-ended questions. Results from the interviews were organized around key sections and themes. Respondents considered that collaboration/rapport building (67%) was an important component to successful visitation. Respondents also cited birth parents coming prepared to visits (67%), parents focusing on the child (67%), and absence of inappropriate parental behaviors (58%) as important contributors. Agencies and county social workers who strive to promote collaboration between biological and foster parents, uphold child-centered visitation and endorse comprehensive preparation for foster parent training, will contribute to reducing the trauma of foster care placement.

In the first chapter of Foster Care: Global Issues, Challenges and Perspectives of the 21st Century, the authors explore modern research regarding children of foster parents around the world, including an overview of literature and the use of an online virtual platform to connect the fostering community. Experts from Canada, the United States, Ireland, Sweden, Australia, and the United Kingdom offered up their knowledge on children of foster parents as well as recommendations for the well-being of said children. Next, a study exploring the implementation of a kinship search program in a child welfare agency is presented in order to determine its benefits. The authors conclude that Kinship Researchers are generally perceived as respectful, helpful, beneficial, and valuable. Additionally, child welfare policy is examined. Later, the essential practice of traditional kinship foster care in Ghana is explored, including current legal provisions, public perception, potential challenges, and future recommendations. The authors also discuss the phenomenon of runaway youth in the foster care system. Due to the fact that children in the foster care system are twice as likely to display runaway indicators than those in the general population, this is a significant issue that warrants understanding. A description of running away in the foster care system is rendered, along with the ramifications that may occur for on-the-run youth. The next chapter deliberates on a study regarding children in out-of-home care in South Korea, comparing the service status of different placement types in terms of developmental outcomes of the children. The results indicate that children in foster care thought of their caregivers and environments more positively than those in institutional care over a period of two years. The following chapter discusses a variety of federal and state laws that address children who were abused and consequently served by the child welfare system. The authors use case studies of foster youth to demonstrate how the law has been used to secure the services, support, and resources needed to place foster youth on a pathway to a more positive future. The final chapter outlines an approach known as, Watch me Play! which encourages supported child-led play in acknowledgement of extensive training needs in the social care workforce. The authors also discuss the potential impact of exploratory and symbolic play to child development, attachment, and communication.
