Der sechste Band der Buchreihe "Blickpunkt Gesellschaft" befaßt sich mit dem Thema "Politische Partizipation". Across the modern era, the traditional stereotype of Germans as authoritarian and subservient has faded, as they have become (mostly) model democrats. This book, for the first time, examines 130 years of history to comprehensively address the central questions of German democratization: How and why did this process occur? What has democracy meant to various Germans? And how stable is their, or indeed anyone's, democracy? Looking at six German regimes across thirteen decades, this study enables you to see how and why some Germans have always chosen to be politically active (even under dictatorships); the enormous range of conceptions of political culture and democracy they have held; and how interactions among various factors undercut or facilitated democracy at different times. Michael L. Hughes also makes clear that recent surges of support for 'populism' and 'authoritarianism' have not come out of nowhere but are inherent in long-standing contestations about democracy and political citizenship. Hughes argues that democracy – in Germany or elsewhere – cannot be a story of adversity overcome which culminates in a happy ending; it is an ongoing, open-ended process whose ultimate outcome remains uncertain.

How do France and Germany compare in the world of participatory political communities? This volume sets out an impressive historical, theoretical and institutional framework for a comprehensive, comparative and empirical analysis of the forms, patterns, trends and determinants of citizen participation in two of Europe's largest democracies. Written by an international team of political scientists, it starts with an outline of the participatory traditions in both countries before turning to the theoretical foundations of empirical research regarding the role of political participation in modern democracies. It provides an overview of how the perception of political participation has changed over the years and the forms of both conventional participation, particularly with regard to electoral participation, and unconventional participation like protest and other new forms of citizen involvement are analysed in detail. Exploring new approaches in participation research, social participation is seen as not just correlating with political participation, but as a specific form of civic engagement in itself. A broad range of activities, such as electoral and party related participation, political protest, participation in voluntary associations, voting in referenda and taking part in dialogue-orientated participatory activities is examined and the analysis identifies which societal, institutional and cultural factors account for the differences and similarities between the two countries.

Plebiscites, or referendums, are epitomes of direct democracy and the right of self-determination. While direct democracy has always been a key subject in the theory and practice of western liberal democracies, the issue of self-determination has been propelled to the fore by the hegemonistic moves of Russia. By providing a historical analysis of the post-World War One plebiscites, this book deals with enduring, painfully contemporary, and in in any case fundamental, concepts. The contributors to this edited volume approach the referendums comparatively. After grounding the analysis theoretically, the authors look at detailed aspects of individual cases, with the two plebiscites held in the Danish-German border region of Schleswig in the winter of 1920 as points of departure. They then extend the exploration through the inter-war period and address the effects of border delimitations on everyday life or gender roles in the context of ethnic mobilization. Finally, the book places the post-World War One plebiscites in a long-term perspective. The concluding essays assess, among others, the applicability of plebiscitary solutions to contemporary conflicts, taking into consideration issues of borders, religion, language, identity, and minority rights.

Die 11. Berliner Werkstatt hat neben einer stärkeren Förderung internationaler Beiträge im Bereich der Forschung zu Mensch-Maschine-Systemen einen englischsprachigen Focus Track eingeführt. Das Thema ‘Trends in Neuroergonomics‘ konzentrierte sich auf die Nutzung von psychophysiologischen Maßen in Mensch-Maschine-Systemen. Internationale Experten haben neue Ansätze der mobilen Bildgebung menschlicher Hirnaktivität sowie neue Erkenntnisse im Bereich neuroadaptiver Technologien vorgestellt. Zwei eingeladene Gastvorträge gaben auf der diesjährigen Werkstatt einen spezifischen Einblick in diesen neuen Forschungsbereich. Neben dem neuen Focus Track boten die bewährte Mischung von Werkstatt-, Research- und Poster Tracks, die Präsentation und aktive Diskussion von aktuellen und abgeschlossenen Forschungsarbeiten aus allen Bereichen der Mensch-Maschine-Systeme. Der vorliegende Tagungsband beinhaltet alle Beiträge der 11. BWMMS. In line with our aim to encourage international contributions, we have introduced the concept of the Focus Track to allow for a dedicated track of high impact research presentations on a specific topic in human factors. This year’s Focus Track centered on mobile brain/body imaging and neuroadaptive technology. Here, the focus was on the use of psychophysiological data for Human-Machine Systems. Two invited keynote lectures have provided a deepened insight into this new research area during this Berlin Workshop. Besides the new Focus Track, the well-established mixture of Research-, Workshop-, and Poster Tracks allowed for presentations and lively discussions research projects from all areas of human factors. This conference proceeding comprises all presented papers at the 11th BWMMS.
